Description
The US Army Corps of Engineers, Walla Walla District is seeking small business sources for a construction project entitled, Dworshak Elevator Refurbishment, Powerhouse and South Tower. This will be a firm-fixed-price construction contract. Construction magnitude is between $1,000,000 and $5,000,000. A bid bond of 20% or $3,000,000, whichever is less, will be required. 100% performance and payment bonds will be required. Summary of Statement of Work includes upgrading two existing passenger elevators at Dworshak Dam, Ahsahka, Idaho. One elevator is located in the Powerhouse and one is located in South Tower of the dam. Upgrades include: installation of new elevator systems and equipment to replace the old systems and equipment. Existing features to be replaced include: the hoist motors (including DC motor generator sets); the hoist gear boxes; elevator brakes; hoistway ropes, wedge sockets and shackle rods; rope brakes; rope deflector sheaves; speed governors; elevator car and counterweight guide rail rollers; elevator car safeties; counterweight and cable compensation chains; elevator car walls; elevator car doors including infrared reversing edges; elevator car ceiling; elevator car flooring; oil buffers for the elevator car and counterweights; and elevator electrical systems and wiring including all traveling elevator car power and communications cabling, disconnect switches, motor feeders and all associated controls including controller cabinets. The Powerhouse hoistway doors shall be retrofitted with new linkages for door opening and self-closing as well as new hoistway door hanger tracks and rollers. The South Tower hoistway doors shall be replaced and equipped with new linkages for door opening and self-closing as well as new hoistway door hanger tracks and rollers. New car and counterweight rails shall be provided for the South Tower elevator to replace the existing water damaged rails. Each elevator car shall also be provided with new operating controls, handrails, communications devices, and new hall call stations at each floor landing. The Contractor will be allowed to have both elevator cars out of service at one time. This sources-sought announcement is a tool to identify concerns with the capability to accomplish the work. This is not a solicitation. Only those firms who respond to this announcement by submitting a statement of their current or past technical experience (what the firm has done) and current or past performance (how well the firm did it) similar to or the same as the requirements stated above, will be used in the determination of whether to set aside this requirement. The North American Classification System (NAICS) Code for this project is 238290 and the associated small business size standard is $14,000,000.
