- Synopsis: THIS IS A SOURCES SOUGHT SYNOPSIS. The Government intends to acquire a commercial item using FAR Part 12. The Government is seeking companies interested in providing Refuse Collection Services at the Federal Law Enforcement Training Center at Glynco, Georgia (FLETC). The purpose of this announcement is to conduct Market Research for sources interested in performing the FLETC Refuse Collection Services. The Federal Law Enforcement Training Center trains approximately 30,000 students per year and serves 83 agencies that demand high performance standards. These high performance standards require Refuse Collection Services be accomplished in an efficient, effective, and timely manner. The services to be performed are Refuse Collection Services for at least 230 buildings requiring eighty eight cubic yard, two forty cubic yard, two twenty cubic yard, and one thirty cubic yard dumpsters to be in predetermined locations. The Contractor is responsible for collection of refuse according to a predetermined schedule and on an on call basis. All garbage/refuse shall be collected in garbage packer type trucks equipped with a sump pump for retaining liquid. Disposal Sites- During performance of this contract, the Contractor shall furnish information concerning all disposal sites for the disposing of all garbage/refuse collected by the Contractor. No garbage/refuse of any type will be disposed of on the FLETC premises. Disposal site shall be U.S. Environment Protection Agency approved. The proposal shall contain the name and location of all proposed sites as well as permits for use of those sites if available. Upon award, the contractor shall verify, in writing, the name and location of all sites to be utilized as well as applicable required permits for the use of all sites that were not provided with the proposal. Whenever practical, refuse shall be taken to the site offering the lowers cost per ton for proper disposal of the contents of the container. Hours of Operation- The Contractor shall perform the duties of this contract during daylight hours, Monday through Friday, excluding holidays, unless otherwise stated in the contract or changed by modification to the contract. Management- The contractor shall manage the total work effort associated with the operations and services required by this contract to assure adequate and timely completion of services. Included in this function shall be a full range of management duties to include, but not limited to, planning, scheduling, establishing and maintaining records, and quality control. The contractor shall provide an adequate staff of personnel with the necessary management expertise to assure the performance of the work in accordance with sound and efficient waste management practices. The Contractor shall provide a daytime contact number to a dispatcher or supervisor who is able to contact or be contacted by the employees performing this service to FLETC. Garbage Refuse Collection- Pickups shall be performed in accordance with this requirement during the daylight hours, Monday through Friday excluding Federal holidays, unless otherwise stated in the contract. It will be the Contractors responsibility to stagger pick up days as necessary to insure containers are not overfilled.
