- (Subject Continued) Distribution Lines, Bldg 2248, PROJECT NUMBER 38959, Repair Water System Controls Repair Water Systems Controls, Connect Bldg 1377 to Utility Management Control Systems (UMCS), Repair Heat Distribution Lines, Bldg 2248, Replace HVAC controls; connect bldg 4584 to UMCS, Ft Sam Houston, TX THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO 8(a) CONTRACTOR JAMCO VENTURES, LLC This contract action will be accomplished using Other Than Full and Open Competition under the authority of FAR 6.302-5(b)(4). Sole source awards under the 8(a) Program 15 U.S.C. 637 and the Partnership Agreement dated 28 February 2007 between the U.S. Small Business Administration (SBA) and the Department of Defense (DOD). The work to be performed is the Utility Monitoring & Control System (UMCS) Phase IV project for replacement of existing building Energy Monitoring and Control System (EMCS) with Fort Sam Houston (FSH) Industrial Grade Direct Digital Control System (IGDDCS) for full integration into existing Postwide UMCS & Front End Upgrade to include Screen Building for 28 existing Building EMCS to be incorporated into the existing UMCS. For Building 2225 the project will provide a new building EMCS. The system shall be the FSH IGDDCS to include all programming and commissioning. Building 2248 will have the Heat Distribution line required due to old equipment and will be incorporated into the existing UMCS. The Water System Controls portion of the project will provide Chlorine Feed Equipment in multiple buildings, a Supervised Control and Data Acquisition (SCADA) monitoring system, replacement of faulty components in the system, and testing of the system.
