- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR Part 13.5, Test Program for Certain Commercial Items. This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Research, Development and Engineering Command Contracting Center, Aberdeen Installation Contracting Division, 4118 Susquehanna Avenue, Aberdeen, MD 21005 has a requirement to procure the following items: PASW MODELER 13.0 SOLUTION PUBLISHER SERVER, 1 EACH; SPSS MAINTENANCE, THE MAINTENANCE INCLUDES TECHNICAL SUPPORT AND UPGRADES WHEN AND IF THEY ARE MADE AVAILABLE, 1 YEAR; PASW MODELER 13.0 SOLUTION PUBLISHER CLIENT 5-USER LICENSE, ALLOWS 5 USERS TO EXECUTE CLEMENTINE STREAMS, 1 EACH; SOFTWARE MAINTENANCE, THE, MAINTENANCE INCLUDES TECHNICAL SUPPORT AND UPGRADES WHEN AND IF THEY ARE MADE AVAILABLE, 1 YEAR The Government intends to award a Firm-Fixed Price sole source contract to SPSS Inc. This firm is the sole developer/manufacturer of the Clementine Solution Publisher that Aberdeen Proving Ground currently uses. The associated North America Industry Classification System (NAICS) Code is 511210 and the Business Size Standard is $23.M All responses received within seven (5) days after date of publication of this notice will be considered by the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 AM EST, Eastern Time, Tuesday, December 22, 2009. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements.
