- The National Institute of Environmental Health Sciences (NIEHS) intends to negotiate on a sole source basis with Applera dba Applied Biosystems, Foster City, CA 94404, pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This purchase is for one (1) each of the following item: 1) Maintenance contract on 4800 Maldi TOF/TOF Analyzer, this instrument comprised of multiple patented components and proprietary software applications, provides high resolution of proteins with sensitivity, selectivity, and reproducibility across a wide range of applications and sample types. This instrument requires specific technical support to maintain this level of precision. Applied Biosystems does not authorize re-sellers of their instruments therefore only ABI can supply factory authorized replacement parts and provide the proprietary software, which includes proprietary source modeling algorithms necessary for proper instrument operation, plus scheduled maintenance. Effective date: 12/25/09 - 12/24/10. Any firm believing itself capable of providing these services may respond by submitting a written narrative statement of capability within 8 days of date of notice to Tanya Shields at the above address for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. Responses shall also include itemized pricing that is sufficient to make a determination that competition is feasible. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with Applied Biosystems. The NAICS Code/Size is 811219/7.0M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $100,000.
