Description
The project work consists of excavating shoal material from the project channel to a required depth of 40 feet plus an allowable 2-foot overdepth. The project includes a base bid and six (6) optional bid Items. The base bid involves removing approximately 207,000 cubic yards of material from Bar Cut 3. Option A is to remove approximately 100,000 cubic yards from Cuts 8 through 13. Option B is to remove approximately 31,000 cubic yards from Cut 41. Option C is to remove approximately 225,000 cubic yards from Cuts 4, 5, and 6. Option D is to remove approximately 62,000 cubic yards from Cuts 44 and 45. Option E is to remove approximately 125,000 cubic yards from Cut 42. Option F provides additional mobilization and demobilization should additional plant and equipment be required for the completion of any optional line items. All excavated material shall be transported to and placed in the Buck Island upland disposal site. Work also includes preparation of the Buck Island site, endangered species monitoring, and turbidity monitoring. Magnitude of construction is between $10,000,000.00 and $25,000,000.00. This solicitation was issued on 25 November 2009. Amendment 0001 will be issued concurrently with this revised synopsis. Bid opening date remains unchanged and is currently scheduled for 7 January 2010. THIS IS AN UNRESTRICTED ACQUISITION. COAST GUARD CERTIFICATION OF VESSELS IS REQUIRED IN ACCORDANCE WITH THE SEAGOING BARGE ACT. There will be a price preference for certified HUBZone small business concerns that comply with the requirements in the solicitation as stipulated in FAR 19.1307. Solicitation will be issued in electronic format only and will be posted on the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi/.
