Description
Sources Sought/Market Survey Notification The National Institutes of Health (NIH) Clinical Center Pharmacy Department is conducting a market survey to determine the availability and technical capability of qualified small businesses, including (8A) small businesses or HUBZone small businesses capable of providing the following services; Temporary Staffing Services for certified Pharmacist and Pharmacy Technician Chemist and an Administrative Assistant to staff the CRC Pharmacy. The Pharmacist would be for 800 hours and the Pharmacy Technician for 960 hours over the course of a one year period. The Chemist and the Administrative Assistant would be on an as needed basis and these services may not be required at all during the year. The Pharmacist will be assigned to provide clinical and distributive pharmaceutical services to the inpatient and outpatient sections in the Clinical Center as required. The following is the scope of tasks that will be required of the Pharmacist. • Check IV products, unit dose medications or outpatient prescriptions for accuracy and appropriateness. Check for drug interactions and allergy to the prescribed medications. • Dispense medications to patients ensuring that they receive the medications prescribed for them. • Counsel patients on the medications prescribed to them. • Dispense medications to other health care providers ensuring that they receive the correct medications for their patients. • Maintains accurate records of each patient receiving investigational drugs or controlled substances. Pharmacy Technician The technician will be required to perform a variety of tasks related to unit dose distribution and intravenous admixture preparations as follows; Unit Dose Drug Distribution • Obtains patient rosters for each nursing unit in the dose program and arranges the unit dose trays and patient profiles accordingly, • Keeps the unit dose trays in a clean and orderly fashion, • Fills the unit dose trays using individual patient profiles, • Maintains stocks of drugs on special purpose trays in the unit dose carts, such as for respiratory therapy, etc., • Recopies patient profiles when needed and presents to pharmacist for checking. • Transcribes new orders on patient profiles, • Types name tags and set up profile sheets for new patients, • Sets up medications needed for new orders and arranges for a pharmacist to check all preceding steps, • Sends medications to the nursing unit after they have been checked by a pharmacist. • Exchanges unit dose trays and transfers bulk containers (i.e. eye drops, ointment, etc.) to proper patient tray, • Delivers any required floor stock items or I.V. bottles during the exchange of the trays, • Maintains antacid stock on the carts, • Operates and loads dumbwaiters during exchange of trays. • Maintains adequate supply of medications in the unit dose working areas, • Periodically reviews expiration dates of unit dose medications, • Extemporaneously packages new medications and arranges for pharmacist to check, • Maintains unit dose work stations in a clean and orderly fashion. • Logs investigational drugs on unit dose records and places them in proper order, • Logs investigational drugs from the patient profiles to the unit dose records. Intravenous Additive Unit • Receives and interprets physician's orders for intravenous admixtures, • Transcribes orders onto the pharmacy parental record card with required calculations, • Contact physician and/or nurse to clarify any discrepancies in the order, • Types labels which are ultimately affixed to the completed admixture. • Reconstitutes vials of sterile drugs in a quantity adequate for use within the stability range of the drug, • Performs the macroscopic examination of each admixture for particulate matter that would render the solution unsuitable for administration, • Affixes the previously prepared label and "pressure" seal cap to each completed admixture. • Maintains a proper working stock level of required drugs and supplies, • Prepares specific equipment for sterilization, • Delivers the intravenous admixtures via the dumbwaiter to the proper nursing unit, • Telephones each unit to inform them of the impending delivery. • Processes additions and deletions of patient's parental record cards according to the daily workload and census of admissions and discharges, • Logs investigational drugs from the patient's parental record card to the "Investigational Drug Service Request" form. Offerors must provide descriptive literature or other materials that demonstrates their ability to meet the forgoing requirements. Firms with the capability of providing the required personnel as listed above are required to submit a capability statement to assist the Government in determining in accordance with Federal Acquisition Regulation (FAR) 19.502(b) whether or not this procurement will be set aside for any of the programs described above. The intended procurement will be classified under the North American Industrial Classification (NAIC) code 334516 with a size standard of 1,000. All respondents are requested to identify their firm's size and type of business. The capability statement should not exceed 15 pages and be in sufficient detail so that the Government can determine the experience of your firm to provide the requirements above. Capability statement must be received at the address identified in the synopsis prior to the close of business (4:00 PM local time at designated location) on December 30, 2009. This notice is a market survey and is for information and planning purposes only and does not commit the Government to any contractual agreement. This Is Not a Request for Proposals. The Government will not award a Purchase order or Contract based upon vendor responses to this announcement. The Government shall not assume any costs for preparing or submitting any information in response to the market survey or the Government's use of the information. Any proprietary information should be clearly identified as "proprietary information"
