Description
The purpose of this amendment is to replace the previous Synopsis with the latest version. Please see the updates below. The General Services Administration FAS proposes to provide voice services (Centrex like), Analog Business service and other digital services that are carried on copper, fiber and wireless connectivity for the following locations Upstate New York, Rochester New York, New Jersey and Puerto Rico. The project consist of providing local telecommunications services for over 10,028 analog and digital off premise switch based lines (Centrex and Centrex like services), PBX direct inward (DID) numbers, and associated Primary Rate Interface (PRI) trunks. These are all Local Exchange Carrier (LEC) and Competitive Local Exchange Carrier (CLEC) central office based services. presently provided by Verizon, Frontier Telephone Company of Rochester, New York and Puerto Rico Telephone Company. The existing contracts with these LEC and CLEC will expire in 2010. GSA intends to award a new contract to include, but not limited to the existing services, with upgrade technologies, a solicitation will be out on or before January 8, 2009. The solicitation will stress the requirement for continuity of existing services. The Offeror shall recognize that the services under this contract are vital to the Government and must be continued without interruption, and that upon contract expiration or termination, a successor, either the Government or another Offeror, may provide the same or similar services. The Offeror agrees to phase-in coordination (coordinating the orderly change to new Offeror or Government provided services such that the level and quality of service are not degraded), and to exercise its best efforts and cooperate to effect an orderly and efficient transition to a successor. The North American Industry Classification System (NAICS) code is 517110, Wireless telephone communications carriers (except satellite). Large business concerns must submit as part of their bid a subcontracting plan for this project in accordance with FAR Clause 52.219-8 and FAR Clause 52-219-9. The Small Business Subcontracting Plan will be evaluated on their ability to utilize small businesses in providing the services requested. Small business offerors shall automatically receive a satisfactory rating (deemed acceptable) and are not required to submit a Small Business Subcontracting Plan. Large business offerors will be rated on the overall amount of small business they intend to subcontract with, soundness of the approach of using small businesses for the service and the management of the small businesses they intend to utilize. Failure to submit an acceptable subcontracting plan may make the Offeror ineligible for award of the contract. HUBzone Price Evaluation Preference will be applied IAW 52.219.4 entitled "Notice of Price evaluation preference for HUBZone small business concerns". The media selected for issuance of the synopsis/solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet. Paper copies of this solicitation and amendments if any will not be available or issued. Interested parties may download and print the solicit ation at no charge at http://www.FedBizOpps.gov. All vendors who want to access solicitations will be required to register with Central Contractor Registration (CCR) ( www.ccr.gov ).
