- Minimum Requirements Companies interested in responding to this Market Survey must meet the Government's minimum requirements, which are as follows. Note the term experience refers to successful experience at both the corporate and personnel level that demonstrates capability in each requirement. In addition to the minimum requirements listed below, respondents must also demonstrate capability in meeting the requirements of the statement of work. 1.Must have experience in software development in.NET environment.2.Must have experience in management of large databases and SQL.3.Must have experience in management of research projects related to aviation noise and emissions.4.Must have experience with aviation acoustics and metrics related to aircraft noise.5.Must have experience with aviation emissions and metrics to quantify these emissions.6.Must have experience with projects involving aviation environmental policy and land use planning.7.Must have experience with environmental models including INM and EDMS.8.Must have experience in use of environmental models in analysis of aviation environmental impacts including development of noise exposure maps and analyses both at the airport level and at the global level.9.Must have fully operational facilities, staffing, and expertise resources needed for developing, applying, and validating the use of models and simulations to perform the scope of work requirements.10.Must have experience in the use of GIS software and US Census databases.11.Must have experience in statistical techniques and data analysis.12.Must have experience with fleet forecast mechanisms for commercial aviation, including aircraft retirement trends and aircraft replacements.13.Must have experience in modeling the environmental effects of supersonic aircraft, including the modeling of sonic booms. Submission Requirements 1.Companies must list projects it has undertaken that meet the minimum requirements. For each project cited, respondent shall provide the following information:a.Name of project.b.Contract number.c.Entity for which the work was performed.d.Brief description of the project.e.Start and end dates of the project.f.List of publications.g.Name, specific organization, address, title, and phone number of principal contact of entity for which the work was performed.2.Companies must provide clear evidence that they have the facilities, staffing, and expertise resources to perform this requirement.
