This is a market survey for information and planning purposes only and should not be construed as a commitment by the Government for any purpose. This announcement does not constitute a Request for Quote and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. No basis for claim against the Government shall arise as a result from a response to this announcement or Government use of any information provided. This announcement does not restrict the Government to an ultimate acquisition strategy. The Government reserves the right to consider acquisition strategies as deemed appropriate. All information submitted will be held in a confidential status. This Sources Sought/Market Research is to identify potential sources capable of manufacturing Water Gel Explosives, DODIC: MY77, NSN: 1375-01-180-5779, manufacturing names include Detagel or Tovex 100, size 1 inch x 8 inch, to be used in dog scent kits. Water gel explosive are encased in a plastic covering secured at each end by a wire tie or crimp and contains approximately one-half pound of grayish, putty-like explosive with a clear to reddish colored liquid filler. Water gel explosive is considered less sensitive to shock and impact than commercial dynamite. Items are packed six half-pound lengths of water gel explosive with some dry sawdust (added to absorb moisture) and packed in plastic zip lock type bags over packed in M19A1 ammunition can. Interested companies should respond by providing the Government the following information: a brief summary of the company's capabilities (a description of facilities, personnel, and past manufacturing experience as it relates to the above criteria) and availability. The NAICS code for this contract is 325920 with a business size standard 750 employees. Please indicate your business size in your response. Additionally, it is requested you provide the Minimum Procurement Quantity (MPQ) required for economical production. A respondent to this survey should be able to show adequate technical and manufacturing capability and satisfactory past performance in the explosives industry. A respondent to this market survey must have available a majority of the skills and facilities that are required to manufacturing this item. If a respondent does not have adequate resources (technical, manufacturing, personnel, etc) available, the respondent must be able to demonstrate and should describe their ability to obtain those resources in a timely fashion. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractor must also meet the criteria. All contractors interested in this potential future acquisition must be registered in the Central Contractor Registration Database. Interested parties have 30 calendar days from the date of this publication to submit information to be considered in the development of the acquisition strategy for these items.
