Small Business Set-Aside: Total Small Business
Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-37. This solicitation is a total small business set-aside, NAICS 423860, with a small business size standard of 100 employees. The National Park Service encourages the participation of small, disadvantaged, and women-owned businesses. The Government intends to issue a firm-fixed price contract to the responsible offeror whose total offer represents the best value for the Government, price and other factors considered. Prices must include all costs for all specifications as shown. Gateway National Recreation Area intends to purchase U.S. Coast Guard approved marking buoys meeting 4CFR-USCG,4th class Ionomer foam: "CAN", and radar reflective buoys. The purpose of the buoys is to establish a security zone around the perimeters of Liberty Island and Ellis Island that can be visually seen by recreational boaters and commercial vessels, so an established security zone is met to insure protection to the Statue of Liberty and Ellis Island Immigration Museum and its Visitors. Selection will be based on low price technically acceptable. Price must include delivery charges. Documents to be included in quote: Detailed item description, detailed specifications and prices. Please submit all questions by email to roselyn_sessoms@nps.gov. Line 1- The contractor shall supply (15) 4th Class Ionomer Foam "CAN" buoys meeting 4CFR-USCG criteria. The buoy style shall be "CAN", 36 inch height, 24 inch diameter on a 40 inch diameter by 18 inch thick hull, with a servicing lifting ring on the upper portion of the unit. There shall be a steel mooring eye on the lower section of the buoy to attach the anchoring assembly. The buoy shall be supplied with radar reflectors and signage meeting 4CFR stating," RESTRICTED AREA" The anchors shall be pyramid style cast iron anchors weight 135 pounds each and necessary hardware chain, shackles and swivels to anchor buoys in 35 foot water depth, current running up to 6 knots and winter river ice conditions, include shipping charges to National Park Service, Ellis Island Receiving, Jersey City NJ 07305.
