- evaluation statement of work RECOVERY: Temporary Senior Contract Specialists to Perform Acquisitions of ARRA-Funded Requirements for Customs and Border Protection BPA HSCEOP-06-A-AQ002 “THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER THE ABOVE MENTIONED BPA. CBP is issuing a competitive RFQ for the purpose of entering into a Task Order under the successful firm’s Schedule Contract. The purpose of this task order is to obtain subject matter expertise, professional advice, operational assistance, guidance and consulting services to support the Department of Homeland Security (DHS) Customs and Border Protection (CBP) and the Office of Administration, Procurement Directorate mission oriented acquisition and business management functions. Preliminary acquisition support to be provided under this order will be in support of the Facilities Management & Engineering (FM&E) Office of Field Operations Land Ports Modernization Program Management Office (PMO) acquisitions, but support may also be provided throughout the Office of Procurement as needed throughout the period of performance. Acquisition and Procurement Support Services includes, but are not limited to, acquisition management, acquisition planning, cost and price analysis, audit support, project implementation, and contract administration to facilitate pre-award and post-award contract compliance with pertinent Federal and DHS/CBP policies and procedures. Also, to assist in the acquisition process of ARRA-funded requirements. The selected contractor will provide senior contract specialists support services to perform all pre-award and post-award elements of the acquisition process (e.g. acquisition planning, contract award, contract administration, and contract closeout). Interested contract holders should submit a Technical Proposal and a separate cost by the Response Date listed in this Notice. The Periods of Performance for this Task Order are: Base Period – January 16, 2010 through January 15, 2011. The awarded contract will be funded in whole under the American Recovery and Reinvestment Act. The awardee shall comply with the reporting requirements mandated by FAR Subpart 4.15 and FAR clause 52.204-11, American Recovery and reinvestment Act- Reporting Requirements. By reference, FAR Clause 52.204-11, American Recovery and reinvestment Act-reporting requirements, is incorporated in its entirety into this RFQ.
