- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format of FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation will not be issued for the solicitation number NICHD-10-006-01. The incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC2005-38. This acquisition will be processed under Simplified Acquisition Procedures and issued as a Request for Quote (RFQ). The associated North American Industry Classification System (NAICS) Code is 811219, which has a size standard of $7.0M dollars. This is not set aside for Small Businesses. The National Institute Child Health and Human Development (NICHD), National Institutes of Health (NIH) has a requirement to procure a Maintenance Agreement for one (1) year on the following Microscopes: PM for LSM 510 UV/META with one microscope; SIN 851187 PM for LSM 510 UV/META with one microscope; SIN 2101000205 PM for LSM 5 Live Vario Two VRGB; SIN 240100168 PM for LSM 510 NLO/META with one microscope; SIN 851382 PM for LSM 510 UV/META with one microscope; SIN 2102000263 PM for LSM 510 VIS with Confocor; SIN 851035 PM for LSM 510 NLO/META with one microscope; SIN 851328 PM for LSM 510 UV/META with one microscope; SIN 2102000244 PM for LSM 510 VIS/META with one microscope; SIN 851168 PM for LSM 510 UV (405); SIN 243900013 PM for LSM 5 PASCAL UGB/Exciter; SIN 2452000104 PM for Radiance 2100 AG-2Q; SIN R21M1520702 PM for LSM 510 NLO with one microscope; SIN 2433000118 PM for LSM 510 NLO with ConfoCor and Meta; SIN 2104000125 The Contractor shall demonstrate that it has the ability, experience, and staff to provide services on these particular microscopes. The telephone response time, to schedule a date for the service repair, shall be four (4) business hours. The on-site response time shall be twenty-four (24) business hours Monday through Friday 8:00 AM through 5:00 PM The following factors shall be used to evaluate offers: 1) Technical capability to meet and fulfill required specifications and 2) Price. The Government informs all offers that technical capability and price will be equally evaluated in determining the best overall best value to the Government. No specific tradeoff have been identified, however, any/all risks to the project and overall performance (technical and price) in meeting the goals of the solicitation will received paramount consideration before selection of the vendor/awardee. The offeror must include a completed copy of the provision of FAR Clause 52.212-3, Offeror Representations and Certifications – Commercial Items with its offer. The provisions of FAR Clause 52.212-1 Instructions to Offerors – Commercial Items; FAR Clause 52.212-2, Evaluation – Commercial Items; FAR Clause 52.212-4, Contract Terms and Conditions – Commercial Items; and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items – Deviation for Simplified Acquisitions applies to this acquisition. The offeror must include their Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. The clauses are available in full text at http://www.arnet.gov/far. Interested vendors capable of providing the Government with the equipment specified in this synopsis should submit their quotation to the below address. Quotations will be due fifteen (15) calendar days from the publication date of this synopsis or December 31, 2009. The quotation must reference “Solicitation number” NIH-NICHD-10-006-01. All responsible sources may submit a quotation, which if timely received, shall be considered by the agency.
