- RECOVERY: THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY. The Bureau of Land Management, National Operations Center (NOC), intends on utilizing an existing Single Award BPA for GCDB and Land Records Services contract to procure services for corner Recovery and GCDB Data Enhancement in the state of Arizona. The BPA being utilized is L07PD04989, and was awarded to Premier Data Services through GSA contract number GS-35F-0418K. This opportunity is only available to the current contract holder. This notice is not a solicitation for offers. The Request for Proposal (RFP) package will be sent to the designated BPA contract holder. This acquisition falls under North American Industry Classification System (NAICS) Code 541370 and Product Service Code D315. Any questions regarding this notice must be submitted in writing by email to Chad Hepp, Contracting Officer, at Chad_Hepp@blm.gov. Below is a general description of the services required. To accomplish this task, the vendor shall provide cadastral data development and field coordinate collection services to the BLM. The GPS coordinates collected under this task will be the basis of positional enhancement for the BLMs Geographic Coordinate Data Base (GCDB). Following the positional enhancement from the GPS coordinate data collected in the field, the vendor shall convert the Public Land Survey System data to a format compatible with Geographic Information Systems being used by the BLM for situation awareness and decision support. This task will consist of the following four major components:1) Field collection of GPS observations on of approximately 1446 PLSS township corners,2) Incorporation of this more accurate control data via GMM into 1005 ARRA Arizona individual township data sets and 3) Regional adjustment (GMM), Attribution Quality Assurance (FIXAN), and Topology Quality Assurance (FIXLX) workload, to produce regionally adjusted, seamless GIS coverages for ARRA townships.4) Field collected NAD83 coordinates will be converted to NAD27. Townships will be reprocessed maintaining NAD27coordinate values.
