Description
Thursday, December 17, 2009 The Department of Veterans, VA Boston Healthcare System, intends to sole source a requirement with Fresenius USA Marketing, Inc located in 920 Winter Street, Waltham, MA 02451-1457 to provide Fresenius 2008K2, Blood Volume Monitor and Blood Temperature Monitor. It is the Government's intention to solicit and negotiate only with this source. Please refer to the Sole Source Justification. This is not a solicitation; it is notice of intent to sole source a requirement. Inquires/information received after established deadline of Wednesday, December 23, 2009 1200 EST shall not be considered. The submission of any data for review shall not impede award of this contract as planned. The Government does not intend to pay for information solicited. This notice is issued pursuant to FAR 6.302-1. However, any firm that believes it can meet these requirements may give written notification to the Contracting Officer within five (5) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail, to demonstrate the ability to comply with the above requirements. Responses will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. ItemStock No.DescriptionUnit 1190610Freseniu 2008K2 System3 The functions of this machine are in conjunction with an artificial kidney to remove toxins from the vascular system. Systems proportions basic and acidic solutions, mixes them with purified water and transports the final solution to the artificial kidney where counter-current flow osmotic pressures are employed to remove toxins and normalize the blood plasma. The 2008K2 System can automatically adjust the dialysate flow to an optimal ratio to the flood flow considering therapy outcome and economics. It also offers the choice of "AutoFlow 1.5x" and "AutoFlow 2x". When the AutoFlow feature is selected the dialysate flow is set to either 1.5 times or 2 times the blood flow in step of 100 ml/min, ensuring equal treatment efficiency for all blood flow rates. 2M31909Blood Volume Monitor3 This instrument is an integral part of the system and monitors the volume of blood which has undergone hemodialysis filtration and calculates the optimal time required to reach the physician prescribed blood chemistries. 3 190240 Blood Temperature Monitor 3 An integral part of the 2008K which, by monitoring the blood temperature, is able to provide a recirculation approximation which is an indirect determinant of a-v fistula blood flow. JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION 1. Identification of the agency and the contracting activity. Medical Service / Renal/Dialysis Transaction # 2. Nature and/or description of the action being approved. Sole Source procurement of the following to provide Hemodialysis treatments to our veterans with End Stage Renal Failure. 1.Fresenius 2008K2 System (3) a.With Bicarb, SMS Option b.Saline Drain Buckets c.Internal Blood Pressure Module and i.10cc Heparin Pump ii.Online Clearance iii.DiaSafe Okys iv.Autoflow 1.5 x Software 2. Blood Volume Monitor (3) 3. Blood Temperature Monitor (3). *3. Description of the supplies or services required to meet the Agency's needs (including the estimated value). Request for purchase of Fresenius 2008K2 System (3) @ $13,000.00 per system Blood Volume Monitor (3) @ $ 2,500.00 each Blood Temperature Module (3) @ $4,500.00 each *4. Identification of the statutory authority permitting other than full and open competition. FAR 6.302-1, USC 253 (c) (1) Only one responsible source. *5. Demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority sited. The VA Boston Healthcare System Renal Program exclusively utilizes the Fresenius Hemodialysis System at both Jamaica Plain and West Roxbury Campus. The Fresenius System integrates with the HyperCare Dialysis Management System which collects the machine data of each hemodialysis treatment integrating with Clinical Procedures of the VA CPRS/GUI patient record system. It is very important to have all the systems compatible and interchangeable. *6. Description of efforts made to ensure that offers are Solicited from as many potential sources as is practicable, including whether a Fed Biz Opps notice was or will be published. A notice is posted on FBO for 5 days. *7. Determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable. The Contracting Officer determined that the anticipated cost is fair and reasonable to the Government because: 1)The Government is getting the updated version of the machine with the same price as he 2008 version. 8. Description of the market survey conducted (i.e., names, of firms and the date(s) the firms were contacted) and the results or a statement of the reasons a market survey was not conducted. The Contracting officer did researches on GSA and could only find two GSA Contractors, namely: Gambro Renal Product Inc and Whitehall Manufacturing with the Hemodialysis Equipment. However, their equipment is not interchangeable and compatible with our existing equipment. *9. Any other facts supporting the use of other than full and open competition, such as an explanation why technical data packages, specifications, engineering descriptions, statements of work, or purchase descriptions suitable for full and open competition have not been developed or are not available. N/A. 10. A listing of the sources, if any, that expressed, in writing, an interest in the acquisition. None. 11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required. Contracting will work closely with the Service to explore the possible of other sources in the future.
