- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. U.S. Army Space and Missile Defense Command intends to issue a contract to BAE National Security Solutions Incorporated, Reston, VA through solicitation W91260-10-T-0001, pursuant to the authority of FAR Parts 6.3, 12 and 13.501(a) Sole Source Acquisitions. BAE Systems National Security Solutions Incorporated will be providing SOCET GXP (formerly SOCET GXP IA Advanced) GeoAnalysis, P/N: 1002-C (QTY: 3 EA) and (1) year SOCET GXP GeoAnalysis Upgrade Entitlement (UE), P/N 1002-UE, for U.S. Army SMDC/ARSTRAT G2 MASINT AGI Branch, Peterson AFB. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38 dated 10 Dec 2009. The Government intends to solicit and negotiate with only source under the authority of FAR 13.501. There is only one responsible source and no other services will satisfy agency requirements. BAE Systems National Security Solutions Incorporated is the manufacturer of the SOCET GXP Software and is sole source provider of its SOCET GXP software and 1-year subscription. A justification for Other than Full and Open Competition has been prepared in support of this acquisition. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition to the extent consistent with a sole source acquisition. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. This is not a solicitation nor is it a formal request for proposal. All interested parties must submit a capability statement that sufficiently describes their qualifications, capabilities, and previous experience related to fulfilling similar requirements via email to: marie.tornai@smdc-cs.army.mil 1:00 PM MST on December 22, 2009 to be considered by the Government. IMPORTANT!! THE POINT OF CONTACT IS Marie Tornai. Quote responses and inquiries will only be accepted electronically by email at: marie.tornai@smdc-cs.army.mil. Quote responses sent to any other email address will not be accepted. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
