Description
Naval Facilities Engineering Command (NAVFAC) Atlantic intends to negotiate a sole-source, firm-fixed price (FFP), commercial item purchase order for the redesign and conversion of two United States Army Corp of Engineering Distant Learning courses (Concrete and Masonry Quality Verification) into an electronic online audio/video interactive training course for each subject. Each course will consist of an online electronic multiple choice Pretest followed by audio/video training modules that are further broken out into sub-modules. In addition, the training modules and sub-modules will be supported by online electronic interactive exercise questions to test the users understanding of each module and sub-modules. After completion of the module and sub-module training, the user will take a Post Test exam. Once the Post Test exam has been completed and a passing score has been achieved, the user will receive an electronic Certificate of Completion. Additional requirements will consist of making several changes to the Introduction to Quality Verification: General Construction course currently posted on the Naval Facilities Institute (NFI) Total Force Training (TFT) site. The final product and deliverables shall be in compliance with the format, specifications and requirements as required to run, operate and maintain the course material on the NAVFAC Naval Facilities Institutes-Total Force Training site. All data and information shall be captured in the central data base of the NFI TFT site such that reports identical to those currently available and provided by NFI TFT site can be generated and distributed electronically. throughout the NAVFAC Enterprise. The required delivery date is 01 April 2010. The Government intends to negotiate solely with Sunset Design and Programming, Inc., 3836 Ocean Drive, Oxnard, CA 93035-4122 under the authority of 10 U.S.C. 2304(c)(1)(B), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Sunset Design and Programming, Inc. is the only responsible source capable of satisfying the agency's minimum requirements. Sunset Design and Programming, Inc. is the only qualified source due to the fact that they are the designated Webmaster, Developer, and Central Design Agent (CDA) employed by NAVFAC Naval Facilities for the development of Naval Facilities Acquisition Center for Training websites and applications under contract N00178-07-D-5250-EJG2. In addition, Sunset Design is the primary developer and webmaster who manages the TFT database. No other contractor is allowed or charged with managing the TFT data base. In order for Sunset Design to be solely responsible for managing the TFT site, they have had to obtain accreditation by NMCI as one of thirty-two approved applications. There are no other developers that are authorized to change or alter these applications. In accordance with FAR 52.207(c)(15)(ii), all written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bonafide capability to meet the requirements. Failure to submit such documentation shall result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. The North American Industrial Code System (NAICS) code is 541330 with a size standard of $4.5 in average annual receipts.
