Description
1. This source selection procurement shall utilize a Two Phase Design-Build Selection Procedures issuing one solicitation with the intent to award a Firm Fixed Price Design-Build contract for the project entitled "Construct Welcome Center, Warehouse, and Self Help" at Commander Fleet Activity, Chinhae, Korea.. Phase I of the procurement process is a narrowing phase for up to a maximum of five (5) firms (design-build teams) based on technical factors that include: Past Performance, Corporate Experience of the Firm and Key Personnel Experience and Qualification, and Management and Safety Plans. Only those proposers selected in Phase I will be allowed to proceed into Phase II. 2. The scope of work includes, but is not limited to labor, supervision, tools, materials, and equipment necessary to perform new construction for the development of a new building area and the construction of a new two-story building at Commander Fleet Activity Chinhae, Korea. The building will consist of a family housing welcome center, warehouse area, self help room, open deck, party room area, telecom room and mechanical room. In support of design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects. 3. The budget includes the cost to construct the contractor designed facility. Award will be made to the responsible offeror whose proposal, conforming to the solicitation, is the most advantageous and offers the best value to the Government considering price and technical evaluation factors. 4. Unless otherwise indicated in the synopsis, this is an Internet-only solicitation. It is the bidders/offerors responsibility to check this site daily in order to be notified of any changes to this solicitation. A Pre-Proposal Conference and Site Visit has been scheduled for 7 January 2010. More details will be forthcoming. 5. The solicitation will be issued on or about 4 January 2010. Proposals will be due on or about 3 Feb 2010 at NAVFAC FAR EAST Yokosuka, Japan at the time specified in the solicitation. 6. Offerors can view and/or download the solicitation at https://asia.neco.navy.mil/ when it becomes available. NO HARD COPIES WILL BE PROVIDED. Notification of any amendments to the solicitation will only be made on the AsiaNECO website for any posted changes. IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTINUALLY VIEW THE WEBSITE FOR ANY AMENDMENTS ISSUED TO THE SOLICITATION.
