Description
Subj: Request for Information regarding Recovery Care Coordinator (RCC) Support Services required by USMC Wounded Warrior Regiment PURPOSE: The purpose of this Request for Information (RFI) is to conduct market research for use in formulating an acquisition strategy to support the United States Marine Corps (USMC) requirement to provide Recovery Care Coordinators (RCC) to wounded, ill and injured (WII) Marines as part of the Comprehensive Recovery Plan (CRP) mandated by National Defense Appropriations Act (NDAA) 2008. These capabilities of the USMC's Wounded Warrior Regiment (WWR) include (47) RCCs and a lead RCC Program Manager who reports to the WWR RCC Program Director. WWR also requires the ability to increase the number of RCCs during surge periods on an as needed basis. RCCs would be located at a variety of geographic locations across the United States including but not limited to Quantico, Virginia, Camp Lejeune, North Carolina and Camp Pendleton, California. The RCCs have the primary responsibility for oversight and assistance to recovering service members and their families for care management throughout the continuum of care from recovery through rehabilitation to the reintegration to either remain on active duty or to civilian life as a veteran. The primary tool used for coordinating care management is the Comprehensive Recover Plan (CRP)/Comprehensive Transition Plan (CTP). The RCC will work with medical case manager and non-medical care managers to develop and execute the CRP/CTP for each service member. Case load will be approximately 40 service members per RCC. The knowledge and skills required of RCCs include, but are not limited to: supporting the programs and processes provided by DoD, DoN, Dept of Veteran Affair, Dept of Labor and other government and non-government agencies; knowledge of accessing identified benefits and ability to access benefit information from a variety of sources including, USMC specific information and benefits, Marine Corps Wounded Warrior Programs, Veterans Affairs benefits, Family Readiness Centers and National Resource Directory; and the analytical ability to access and interpret information necessary to evaluate how best to support service members and their families through the spectrum of care management, rehabilitation and transition services. Business concerns capable of delivering an objective solution should respond with a capabilities statement addressing the following criteria: A) Ability to establish and maintain a effective RCC program; B) Liaison with government staff and Marine Corps WWR personnel to ensure the integrity of the program and develop quality assurance standards; D) Establish measures of performance and effectiveness to be used as quality benchmarks; and E) Ability to present analytical findings and empirical data reflecting customer satisfaction with support provided to the recovering service member and/or their family. Responses to this RFI shall not exceed ten (10) pages, including cover letter, discussion and contact information. Subject response must contain: (1) Capability statement sufficient to demonstrate performance acumen directly related to the objectives stated; (2) Two customer citations describing similar work efforts; (3) Link to the respondent's appropriate GSA Schedules if applicable or other Government-Wide Acquisition Contract vehicles; and (4) Other material relevant to establishing the core competencies of the firm.
