Description
Coyote AGAR CM100 Brand Name or Equal in accordance with 52.211-6 The Otis Laboratory (USDA, APHIS, PPQ, CPHST) has been using a High Wheat Germ diet for the rearing of gypsy moth larvae in their mass rearing facility since the late 1970s. This diet contains agar as a gelling agent. Proper gelling of the diet is necessary to produce a diet uniformity that allows for the optimum rearing of healthy gypsy moth life stages. The Otis Laboratory has tested many sources of agar and has found that an agar harvested in Chile provides the proper gelling strength for our diet needs. Before the Otis Laboratory can accept an agar, a sample must be obtained and used in diet to rear gypsy moth larvae. Due to the long life cycle of the moth, and the requirement to rear two generations because problems often appear in the offspring generation, these tests will require 14 months to complete. Any new sources of Chilean agar will have to go through similar studies before the Otis Laboratory can accept them for use in the High Wheat Germ diet. Interested sources that are capable of providing the same or equivalent supply listed above are encouraged to submit statements of capability to the contracting office. Small Business concerns are encouraged to participate. This is not a request for competitive proposals, but instead a market research method to determine interested sources. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. Please provide Tax I.D. Number, Duns Number, point of contact information, past performance and references regarding your ability to provide this same name brand or an alternate item. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation.
