- PM Soldier Equipment Technical Management Division (TMD) has a requirement for the testing and evaluation of blunt and blast injury biomechanics. An indefinite delivery indefinite quantity (IDIQ) contract with four option years is anticipated. The Government intends to procure through Simplified Acquisition Procedures (commercial items) under NAICS 541712 with a small business size standard of $7 million. The nature and details of injury resulting from behind armor blunt trauma and blast events is still unknown. The ability of TMD to develop personal protection equipment (PPE) for effective mitigation of the various injury mechanisms is contingent upon a full and complete understanding of blunt and blast injury biomechanics. Anthropometric test devices (ATD) are novel tools for the testing and evaluation of PPE. The services of a scientist or engineer, with technical support, are required to develop experimental protocol and guide testing of these parameters. This work cannot be completed in house because of the equipment availability and cost. The vendor selected for the performance of this statement of work must have specific experience in biomechanical evaluation of blunt and blast injury as evidenced by publication in peer-reviewed journals. The vendor must have achieved technical training equivalent to the Ph.D. level with a strong background in research engineering. It is not required for the Principle Investigator of this effort to possess a security clearance. A minimum clearance of SECRET is highly desired. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the best value proposal, which is determined to be the most beneficial to the Government. The official release of the Request for Proposal (RFP) will be posted on the internet at the Army Single Face to Industry (ASFI) website located at the following address: https://acquisition.army.mil. The on-line version of the RFP will include all documents of the solicitation package. Amendments, if any, will be posted at the same location as the solicitation. The complete solicitation package, including amendments should be received and reviewed prior to submitting response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents.
