Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. The Request for Quotation number is H92242-09-T-0503. This solicitation documents and incorporates provisions and clauses that are in effect through FAC 2005-38, dated 10 Dec 2009 and DFARS Change Notice 20091123. The DPAS rating for this solicitation is DO. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: http://farsite.hill.af.mil and http://www.acq.osd.mil/dpap/dfars/index.htm. The NAICS code is 336411, the Small Business Standard is 1500 Employees. This requirement is 100% Small Business. The Naval Special Warfare Group 4 requests responses from qualified sources capable of providing: WASP UNMANNED AIRCRAFT SYSTEMS OPERATOR AND MAINTAINER COURSE OF INSTRUCTION. Performance shall be in accordance with the Statement of Work below: This requirement is FOB Designation. The DPAS rating is DO-S1. The following FAR provisions and clauses are applicable to this procurement: 52.212-1 (Jun 2008), Instructions to Offerors - Commercial Items; 52.212-3 and its ALT I (Jun 2008), Offeror Representations and Certifications. Quoters shall include the quoter's price for each part listed in this synopsis. All clauses will be incorporated by reference in the order. Central Contractor Registration (CCR). Quoters must be registered in the CCR database to be considered for award. Registration is free and can be completed on-line at http://www.ccr.gov/. All quotes shall include price(s), a point of contact, name and phone number, business size, and payment terms. Each response must clearly indicate Delivery time frame. 52.212-2, Evaluation - Commercial Items (JAN 1999) is applicable to this procurement. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The contract will be awarded to the Quoter whose quote conforms to the solicitation provisions, is technically acceptable and provide the lowest cost to the Government. To be considered by the agency, all quotes must be received by the Contracting Officer no later than 2:00 pm hours (Eastern Standard Time) on 31 DEC 2009. STATEMENT OF WORK NSWG-4 AQUA WASP UAS Operator & Maintainer Training Statement of Work (SOW) 1. Background Naval Special Warfare Group- 4 (NSWG-4) has a requirement for Special Boat Team (SBT) members to receive training on specified Unmanned Aircraft Systems (UAS). The Aqua Wasp system has been procured through a Memorandum of Agreement (MOA) with SOUTHCOM and is currently deployed with operators. 2. Scope This SOW identifies the specific tasks and supporting requirements to prepare and conduct an AQUA WASP UAS operator and maintainer Course of Instruction (COI) for SBT members to include but not limited to: •· Site setup & certifications •· Required equipment •· Conduct of training 3. Specific Task Areas 3.1 Curriculum The training shall be conducted in accordance with USSOCOM Directive 350-9 and the USSOCOM Aqua Wasp Training Support Package (TSP) which consists of a combination of classroom and flight training using system hardware consistent with the contract deliverable hardware. The training program curriculum shall include; hands-on system operation from fixed position and mobile platforms (water craft and vehicles), simulator operation, airspace management, standard operating procedures (SOP) for fixed/mobile launch and recovery in variable environmental conditions, maintenance, and malfunction troubleshooting. <ins datetime="2006-11-08T11:00" cite="mailto:nixch"></ins> 3.2 Course Package The training package shall consist of 1 Site Lead, 2 Instructors, classroom training material, and a sufficient number of UAS to support a curriculum of at least 51% Aqua Wasp flights. The training package will support a maximum of 10 students; however, 8 students are expected. <h5 style="TEXT-ALIGN: justify; tab-stops:.75in"> 3.3 Training </h5> The training shall be conducted over a ten day period and may be conducted on weekends and federal holidays. It shall be continuous, if so scheduled by the Government. The Contractor shall plan and execute the training identified in this SOW in coordination with the NSWG-4 Program Manager (PM) or the Contracting Officer's Technical Representative (COTR) to meet the training curriculum requirements. <h5 style="TEXT-ALIGN: justify; tab-stops:.75in"> 3. 4 Assessment </h5> The Contractor shall provide specific data necessary to assess individual skills, knowledge, and achievement of performance objectives. Students shall be assessed by the Contractor on the performance standards and go/no-go criteria identified in the training syllabus. The Contractor shall evaluate students through written examination and task performance during the Practical Exercise portion of training events. The Contractor shall track and record individual student task proficiency throughout training and provide results (including a flight log listing all flights and flight times per student) to the designated NSWG-4 UAS PM within 7 days of course completion. Assessment information shall include students' name, organization, written and practical performance assessment results, and overall assessment recommendation (Go/No-Go and/or Pass/Fail). The Contractor shall make recommendations to the Government for dismissal of any student who has shown an inability to understand and execute the course material or any student who has conduct issues that inhibit training. <h5 style="TEXT-ALIGN: justify; tab-stops:.75in"> 3.5 Training Personnel, Facilities and Materials </h5> The Contractor shall be responsible for providing each student with required training materials (listed in table 4-1) to include an operator manual, a student guide handout, and a takeaway CD with PDF copies of all course lessons and a copy of his Flight log/ Grade sheet. The Contractor shall supply UAS components, support materials, and consumables necessary for conducting training. All costs/charges associated with logistics for off-site shipping of systems and components for higher-level maintenance shall be handled by and paid for by the Contractor. The contractor shall provide a training classroom and storage area for training assets and support equipment. The Government will provide range facilities. The Government can at the Contractor's request provide all necessary electronic and paper maps required for the allocated training range. The Government will designate a training liaison to ensure administrative, logistic, and training issues are resolved during the COI. The liaison will be available during all training times. The Government will have approval authority for course material and/or changes to the COI. <h5 style="TEXT-ALIGN: justify; tab-stops:.75in"> 3.6 Locations and S chedule </h5> Training shall be at a Government-approved location (Hurlburt Field/Eglin AFB, FL). The Contractor shall provide resources and material for a mobile training capability. The Government shall provide all transportation for Government personnel. Training locations shall be coordinated prior to the COI by the NSWG-4 USA PM. The location and schedule will be coordinated with the Contractor. The NSWG-4 UAS PM will identify the training location to the Contractor not less than 45 days (minimum) prior to training start date. Under the terms of the contract, the Government can change the training location up to fourteen (14) days prior to the training start date. The Training Liaison will notify the Contractor of any class cancellations no later than 10 days prior to the COI start date. <h5 style="TEXT-ALIGN: justify; tab-stops:.75in"> 3.7 Training Expertise </h5> Contractor personnel shall be fully capable of supporting the training and have the knowledge and expertise to meet the requirements specified in this SOW. The Contractor shall assign supporting personnel to perform the services and functions necessary to execute training requirements outlined in this document. 4. Deliverables Vendor shall deliver items shown in Table 4-1. Assumptions The following assumptions apply to this Statement of Work: This training can be conducted at Hurlburt Field/Eglin Air Force Base, FL or any location deemed appropriate by NSWG-4 and the Contractor.
