Description
The USDA Forest Service, Gifford Pinchot National Forest, intends to acquire by contract the construction of an amphitheatre at the Johnston Ridge Observatory. The work consists of constructing a 160 person outdoor amphitheatre to include Portland cement floor slabs, 500 linear feet of Portland cement walls, plastic/wood benches, electrical outlets, water spigots, approximately 450 linear feet of asphalt pathways, and reconstruction of approximately 400 feet of asphalt service road. The project site can be located by traveling on Interstate 5 to exit 49 at Castle Rock, WA, and then east on SR 504 approximately 54 miles to the project location at the Johnston Ridge Observatory. The Johnston Ridge Observatory is frequently snowed out by November 10 and as such it is highly recommended that those contractors interested in visiting the project site prior to submitting a proposal do so before that date. The period for performance will be 60 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about June 14, 2010. The government will proceed to issue a solicitation utilizing FAR Part 15 procedures for Contracting by Negotiation. This acquisition is 100 percent set-aside for certified HUBZone concerns. Offerors will be evaluated on price, experience, past performance and other factors. A single contract will be awarded to the offeror whose offer, conforming to the solicitation, is the best value to the government. The estimated cost of construction for this project is between $250,000 and $500,000. Performance and payment protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. The proposed contract-type is firm-fixed price. This solicitation will be available on or about January 11, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the offeror will render an offeror ineligible for award.
