- Project title: UST Support This is a SOURCES SOUGHT NOTICE for a Market Research ONLY to determine the availability of firms to execute investigation and remediation activities and former and current underground storage tank (UST) sites. NO AWARD will be made from this Sources Sought. NO SOLICITATION, SPECIFICATIONS, OR DRAWINGS IS AVAILABLE AT THIS TIME; therefore, do NOT request a copy of a solicitation. Potential offerors having the skill, capabilities and bonding necessary to perform the described project are invited to provide feedback via email to daniel.c.mcmindes@usace.army.mil. All responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. We encourage all firms to respond, including but not limited to, HUB Zone, 8a, SDVOSB, Small Business and Large Business. This project is planned for advertising in December 2009. The estimated total value for the task orders issued under this contract will be in the range of $250,000 to $500,000. PROJECT DESCRIPTION The following description is typical of the UST sites the contractor may be required to address. Most will be existing retail service stations that handled various grades of gasoline and diesel and/or motor oil on Tribal lands near the Flagstaff Arizona area. The contractor shall be available immediately for work related to: - UST Compliance Inspections - 24-hour emergency response to release/leaks/spill from operations and follow-up response activities - Documentation of UST system installation - Documentation of UST removal, closure and site assessment - Documentation of Installation of remediation system for LUST cleanup - Documentation of Remediation and cleanup of LUST sites - Compliance assistance with regulations governing UST operation and LUST response - Community outreach in support of EPA work related to UST and LUST on tribal lands - Assist small UST operators with technical and operations and maintenance of leak detection, cathodic protection, and spill prevention systems, record-keeping inventory, etc., to comply with Federal UST regulations. The work must be accomplished by qualified and experienced professionals. CAPABILITY STATEMENT The following requests are designed to apprise the US Army Corps of Engineers of any prospective contractors project execution capabilities. Please provide your response to the following. The submission is limited to 10 pages. 1) Name, address, point of contact, phone number, and e-mail address. 2) Interest in submitting a proposal on the solicitation when it is issued. 3) Capability to perform a inspection and compliance tasks. Comparable work performed within the past 2 years brief description of the project (customer name, timeliness of performance, customer satisfaction, and dollar value of the project). 4) Certifications and Professional registration of key individuals. 5) Type of business and size (Large Business, Small Business, HUBZone, Service Disabled Veteran Owned and/or Small Business, 8(a), etc) and any applicable SBA certifications. 6) Percentage of work anticipated to be executed with in house resources. 7) Office locations and staffing. The Capabilities Statement for this sources sought is not expected to be a Request for Proposal or Invitation for Bid, nor does it restrict the Government to an ultimate acquisition approach, but rather short statements are requested regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U. S. Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Offers that do not meet all requirements or submit within the allotted time will not be considered.
