- In accordance with FAR Part 13.106-1(b), the US Environmental Protection Agency (EPA) at Research Triangle Park (RTP), North Carolina intends to award a sole source contract with Keppler Speakers, 4350 N. Fairfax Dr., Suite 700, Arlington, VA 22203. The North American Industry Classification System (NAICS) for this acquisition is 711410, Agents and Managers for Artists, Athletes, Entertainers, and Other Public Figures, with a small business size standard of $7M. The EPA believes Keppler Speakers is the only source reasonably available that is capable of performance because they act as duly authorized representative for nationally recognized experts of the highest caliber to speak at various functions. The EPA-RTP Management Council requires the services of such an organization to locate a speaker who is an expert in the field of environmental law to speak on the EPA-RTP campus for the 40th anniversary of Earth Day, April 22, 2010. Such individual should have a unique niche in the environmental movement as a notable authority on environmental advocacy with unique contacts in the environmental field to include such accomplishments as authoring best selling books on environmental subjects, experience in negotiating international treaties regarding environmental issues and litigation of environmentally related lawsuits. Keppler Speakers has provided reasonable rates for such individuals which the EPA-RTP campus can readily afford. Any interested firms who believe they can fulfill the requirements should submit a capabilities package fully demonstrating their capabilities, qualification and expertise no later than December 28, 2009. The capabilities package should be sent electronically to powell.john@epa.gov. Capabilities packages will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this procurement based on response to this notice is solely within the discretion of the Government. This notice of intent is not a request for proposal. This is for informational and planning purposes only and is not to be construed as a commitment by the government. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Any information submitted to this notice of intent is voluntary. Reimbursement will not be made for any costs associated with providing information in response to this announcement.
