- This Synopsis was originally released under the FY09 Synopsis NumberN6554009R0043. A new Synopsis is needed as we are now in FY10. The Naval Surface Warfare Center, Carderock Division, Philadelphia, PAintends to award a cost-plus-fixed-fee, indefinite delivery, indefinitequantity (IDIQ) type contract for a five year period for Radar Tank LevelIndicators (TLIs) and Time Domain Reflectometry (TDR) TLIs which shall beused onboard U.S. Naval Ships to measure tank volumes for DFM, JP-5, Potableand Feed Water, Ballast, CHT and Waste Tanks. This procurement will alsoinclude TLI enclosures to accept the TLI signals and flat panel computersand associated equipment to display the tank level indications. Only requests made in writing or email will be considered. This is acompetitive procurement and will be full and open competition. Theapplicable NAICS code for this requirement is 334511 and has a size standardof 750 employees. Award for this requirement shall be made using thetradeoff process, which permits award to other than the lowest price offeroror the offeror with the highest technical rating. Solicitation will beavailable to download from FEDBIZZOPPS.GOV or NECO.Navy.mil on or after 10January 2010. This synopsis is being posted to both the Federal BusinessOpportunities (FBO) page located at http://www.eps.gov and the NavyElectronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for postingof synopsis and solicitations to the internet, NECO is the alternative incase FBO is unavailable.
