Description
On a SOLE-SOURCE basis, the U. S. Department of Transportation’s (DOT’s) Research and Innovative Technology Administration (RITA) is planning to purchase, from UBM Aviation Worldwide (formerly known as OAG Worldwide, LLC), Official Airline Guide (OAG) software, as is described in more detail below. Nevertheless, any organization other than UBM Aviation Worldwide, which believes that it can provide to RITA the needed type of software at the high level of quality indispensable to the agency, shall e-mail a Statement of Qualifications to james.mowery@dot.gov not later than 4:15 PM Eastern Time January 12, 2010. The RITA/BTS/Office of Airline Information is specifying Official Airline Guide (OAG) as a brand name requirement for the acquisition of OAG software to be used internally by the Office of Airline Information. Description of the supplies or services required to meet the agency’s needs including the total Estimate Value. (State the total estimated value, including any options, ceiling amounts, and maximum order amounts. If optional quantities or performance periods are included, separately show the value of each (and include the amounts in the total estimated value)). The Research and Innovative Technology Administration (RITA), Bureau of Transportation Statistics (BTS), requests approval for a renewal of Official Airline Guide (OAG) “Airline Schedules and Codes” products. The OAG products under this procurement are listed below along with a breakdown of the PR dollar amount by OAG data product. The data products covered by this purchase order span a 12-month period. Once transition to the WTF data is completed, the cost for the monthly WTF is the same as it is for the Current Day file $3 $ $ Total Amount: $ Each of the files to be purchased is used to test the validity of the traffic and operating statistics reported by each airline to RITA/BTS’ Office of Airline Information. Description of the each data product to be purchased: 1. DATA PRODUCT NO. 1 - MONTHLY Current Day Itinerary or MONTHLY World-Wide Through Flight (WTF): File contains: 1.Carrier Code The designators will be either a 2 or 3 character code. (Example AA – American Airlines). 2.Flight Number 1 to 4 numbers. Required if looking at all the various sectors on one flight. 3.Carrier 2 Shows the 2nd carrier designator where the flight is one or more of the following operations: 1.Dual designator: Where a carrier leases a number of seats and/or cargo space to another airline. 2.Pool Operation: Where 2 or more airlines are coordinating services in a market and pooling costs and revenue 3.Joint Operation: Where 2 or more carriers operating a service using one aircraft with one carrier administering and on controlling reservations. 4.Flight Number 2 Shows the 2nd carrier flight number. 5 & 8.Airport Codes The departure and arrival airport codes are the airport codes assigned by IATA. 6 & 9.City Codes The departure and arrival city codes are the city codes assigned by IATA. These are usually the same as the airport code unless the airport belongs to a multi-airport city, (i.e. CHI is the city code for ORD, MDW, CGX and PWK airports). 7 & 10.Country Codes The departure and arrival country codes are the country codes assigned by ISO (International Standards Organization based in Berlin) used by IATA. 11 & 12Times The departure and arrival times are local times. They are 24 hour times showing HHMM, i.e. ‘1430’. 13.Arrival Day Marker The arrival day marker shows if the carrier arrives on a different day to when it departed. 14.Elapsed Journey Time The elapsed journey time is calculated from the departure and arrival GMT times. It is shown as HHMM. 15.Days of Operation Departure days of the week. Care should be taken when examining arrivals at particular airports as the days will need to be adjusted to arrival days. This can be done using the arrival day marker. (i.e. 1=Monday, 2=Tuesday, 3=Wednesday, 4=Thursday, 5=Friday, 6=Saturday, 7=Sunday) 16.Stops The number of stops on route.. 17.Intermediate Airports 18.Aircraft Change Shows aircraft change on route. 19.Government Approval Show if flight is subject to government approval. 20.Comment Required when processing duplicating flights. 010 = Operating Carrier, 050 = Non-operating Carrier. 011 = Part of the flight has a comment 010 055 = Part of the flight has a comment 050 015 = Part of the flight has a comment 010 and another part has a comment 050. 21.General Aircraft Code General aircraft code is the IATA generic aircraft code used to describe one or more aircraft of a particular type. (i.e. 707, 72S) 22.Specific Aircraft Type The specific (or input) aircraft code is the IATA specific aircraft codes. (i.e. 70F, 703 = Specific for 707) 23.Service Type IATA one letter code for service type. (i.e. J = Passenger, Q = Combination, F = Freight) 24.Available Seats Available seats by carrier, aircraft type and service type. The seats information is updated twice yearly by the airlines. When specific seats information is not given by an airline the aircraft defaults are used. 22.Freight The maximum amount of freight in metric tons that can be carried by a specific aircraft for a specific carrier and service type. 26 - 35.Passenger Classes The primary passenger class codes. (i.e. C = Business Class, D = Business Class Discounted, Y = Economy/Coach) 36.Freight Classes The freight classes indicate the type of cargo that can be loaded onto the aircraft. (i.e. LP = Pure freighter flights operated by wide-bodied aircraft, PP = Pure freighter flights) 37.Restriction The restriction code applies to traffic rights, stopovers or transfer connections. 38.Domestic/International MCT Marker Determines passenger status for Minimum Connection Times (MCT) for the purpose of building connections. These can be used with MCT information published, but MCT calculations and rules for doing this are very complex. This field should therefore be used only as a guide. (i.e. II = International to International, DI = Domestic to International, DD = Domestic to Domestic, ID = International to Domestic) 39 & 40Effective Dates (to/from) The effective to and from dates for the published flight schedule. 41.Full Routing The full airport routing is shown for each sector of every flight. 42. Longest Sector Marker to show flight with all sectors. 43. Distance The great circle miles expressed in statute miles or mileage between departure and arrival airports. 44.Shared Airline Designator Shows the carrier that operates the flight in a shared airline (code share) agreement where an airline integrates their schedules with another airline and sometimes shares the airline code. 45.Multi Carrier Designator Shows two or three carriers which jointly operate the flight. 46. Flight Duplication Duplication marker provided by the carrier. 47. Aircraft Owner Carrier that owns the aircraft. 48.Operating/Non Operating Marker A marker to show if the carrier is operating or non-operating the flight. 49. Ghost Flight A marker to show non-operating ghost/funnel flights. 50.Duplicate A marker to show if duplication is definite or probable, based on duplication processing. 51 - 80.Duplicate Carrier/Duplicate Flight Every carrier and flight number that duplicates with the flight. All are shown for the operating flight and just the operating carrier for a non-operating flight. 2. DATA PRODUCT NO. 2 - SEMI-ANNUAL Acts Codes: File contains airport codes with geographic latitude/longitude identifier and aircraft type codes, which are used to verify airport codes and aircraft types reported by each air carrier. 3. DATA PRODUCT NO. 3 - SEMI-ANNUAL Seats File: File contains the number of seats by aircraft type, which is used to test the validity of air carrier reported aircraft capacity statistics. Statutory Authority Cited: This sole source purchase is intended to be made under the authority of Title 41 U.S.C. 253(c), “Other Than Full and Open Competition” and as implemented by the Federal Acquisition Regulation (FAR 6.302-1 (c)), "Only one responsible source and no other supplies or services will satisfy agency requirements – Application for brand name description". Reason that the nature of the acquisition requires use of the authority cited As noted above, each of the files to be purchased is used to test the validity of the traffic and operating statistics reported by each airline to RITA/BTS’ Office of Airline Information. The airline data products distributed by OAI are used by DOT aviation policy staff in OST, FAA, OGC, and OIG in administering their congressionally mandated aviation responsibilities. 14 CFR Part 234.4 requires the use of Official Airline Guide published flight schedule data in processing air carrier reported on-time flight performance statistics that are used to compute flight delay statistics reads: “Reporting of on-time performance. (a) Each reporting carrier shall file BTS Form 234 ‘‘On-Time Flight Performance Report’’ with the Office of Airline Information on a monthly basis, setting forth the information for each of its reportable flights held out in the Official Airline Guide (OAG), in the computer reservations systems (CRS), or in other schedule publications. The reportable flights include, but are not limited to, cancelled flights, mechanically cancelled flights, diverted flights, new flights and wetleased flights. The report shall be made in the form and manner set forth in accounting and reporting directives issued by the Director, Office of Airline Statistics, and shall contain the following information: (1) Carrier and flight number. (2) Aircraft tail number. (3) Origin and Destination airport codes. (4) Published OAG departure and arrival times for each scheduled operation of the flight. (5) CRS scheduled arrival and departure time for each scheduled operation of the flight. (6) Actual departure and arrival time for each operation of the flight. (7) Difference in minutes between OAG and CRS scheduled arrival times. (8) Difference in minutes between OAG and CRS scheduled departure times. (9) Actual wheels-off and wheels-on times for each operation of the flight. (10) Date and day of week of scheduled flight operation.” (Emphasis added) Any deviation from the regulations would require a notice of proposed rulemaking to implement a change in the reporting requirements in the Code of Federal Regulations. The designation of the OAG schedule data was based on the fact UBM Aviation Worldwide, LLC’s (formerly OAG Worldwide, LLC) data products are considered to be the most comprehensive data available. They also underpin every other major travel system in the world including Global Distribution Systems such as Sabre and Worldspan, as well as on-line booking engines, such as ORBITZ, Expedia, and Travelocity. The OAG is also the source of data used by the FAA in its Enhanced Traffic Management System. While the current regulations mandate the use of OAG, it is important, however, to note that a possible future alternate source for flight schedule has been identified in OAI’s market research analysis as described under item 8. The Research and Innovative Technology Administration is currently planning to implement an Oracle 11g and Oracle Business Intelligence Enterprise solution to replace and improve OAI’s present mid-tier server-based Airline Reporting Data Information System that serves as the platform for collecting, processing, and disseminating recurrent airline data reports submitted pursuant to the Code of Federal Regulations. Part of this process is documenting the current “as is” state which includes using OAG software to validate the airline data submissions. OAI envisions that a more detailed alternatives analysis will be conducted in FY 2011 with the implementation of the new Integrated Airline Information System. Nevertheless, any organization other than UBM Aviation Worldwide, which believes that it can provide to RITA the needed type of software at the high level of quality indispensable to the agency, shall e-mail a Statement of Qualifications to james.mowery@dot.gov not later than 4:15 PM Eastern Time January 12, 2010.
