Description
THIS SOURCES SOUGHT IS FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR PROPOSAL This is a sources sought synopsis announcement for market research in support of the depot level overhaul and repair of HS54H60-77 propellers. The purpose of this sources sought synopsis is for preliminary planning purposes only. This notice does not constitute a Request for Proposal and is not to be construed as a commitment by the USG for any purpose other than market research. Further, the USG is not at this time seeking proposals and will not accept unsolicited proposals. The USG is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. No contract shall be awarded from this market research. It is anticipated that this proposed project will be a Firm Fixed Price contract. The required services are for depot level overhaul, repair and refurbishment of fifty six (56), HS54H60-77 propeller assemblies to include the propeller control, front spinner, rear spinner, afterbody assembly, bulkhead assembly and synchrophaser. The propeller assemblies are currently installed on P-3 aircraft in long term storage at Aerospace Maintenance and Regeneration Group, Tucson, AZ. The propellers are to be overhauled and refurbished to "like-new", with current U.S. Navy technical directives incorporated and life limited components zero-timed (operational cycle time reset to zero). Propeller components and subassemblies not subject to maximum operating times are to be inspected, repaired and refurbished to "like new" condition. Propellers will require just-in-time delivery to the USG partially assembled on contractor furnished transport stands. Interested businesses should submit a brief capabilities statement package (no more than 10 pages) demonstrating ability to perform the services listed in this synopsis. This announcement is NOT a Request for Proposal, nor shall the Government pay for any information/items submitted in response to this synopsis. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. If a draft and/or solicitation is released, it will be synopsized on the Federal Business Opportunities website located at http://www.fedbizops.gov and will be made available on the NAVAIR Home page at http://www.navair.navy.mil/doing_business/open_solicitations/. It is the potential offerors responsibility to monitor these sites for the release of any follow-on information. Interested parties who have requested a copy of the RFP will be notified by email when it is released. No phone or email solicitations with the regard to the status of the RFP will be accepted prior to release. This synopsis is for market research only. The applicable NAICS code for this requirement is 336411. Companies shall submit responses to this synopsis by mail to DEPARTMENT OF THE NAVY, NAVAL AIR SYSTEMS COMMAND, AIRCRAFT SUPPORT CONTRACTS DEPARTMENT (Air 2.3.2.5), Suite 155, Bldg. 2272, ATTN: Donna L. Jackson, Procuring Contracting Officer, 47123 Buse Road, Patuxent River, MD 20670-1127. One hard copy and two soft copy CD-ROM responses shall be received at this office no later than 12:00 p.m. Eastern Time on 20 January 2010 and reference this synopsis number on both the mailing envelope as well as on all enclosed documents. Due to the heightened security requirements, ADDITIONAL MAILING TIME may be required for receipt of responses. Information and materials submitted in response to this request WILL NOT be returned. Interested companies should indicate whether or not they are a small, small disadvantaged, 8(a), or large business. Proprietary information MUST be marked as such, on a page by page-by-page basis. Classified material SHALL NOT be submitted. All responses shall include Company Name, Company Address, Company Business Size, and Points-of-Contact (POC) including name, phone number, fax number, and e-mail address. In addition to the written responses, the Government may conduct optional oral presentations with the respondents to this synopsis. If held, presentations will be scheduled individually at an appropriate time.
