- WRP Site Preparation Wage Determination No. 2005-2523 Anderson County WRP Site Preparation Anderson County Site Maps WRP Site Preparation NRCS Conservation Practice Job Sheet WRP Site Preparation Tree/Shrub Site Preparation Code 490 WRP Site Preparation Statement of Work WRP Site Preparation Solicitation No. AG-7442-S-10-0021 WRP Site Preparation SF 1449 SYNOPSIS: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included with this notice. This solicitation includes provisions and clauses in effect through the Federal Acquisition Circular 2005-30. These includes, but are not limited (1) FAR Part 52.212-1, Instructions to Offerors-Commercial; (2) FAR Part 52.212-2, Evaluation-Commercial Items; (3) FAR Part 52.212-3, Offeror Representations and Certifications-Commercial Items; which must be submitted with the offer, in addition, FAR Part 52.212-4, Contract Term and Conditions-Commercial Items and FAR Part 52.212-5, THIS IS A SMALL BUSINESS SET-ASIDE. The Small Business size standard is based on the North American Industry Classification System (NAICS) code 238910, Site Preparation Contractors, which is $14.0 million average annual income. SUMMARY: Contractor shall furnish all labor, equipment, materials, and incidentals required for mechanical site preparation (mowing) of approximately 284 acres for the NRCS Texas Wetland Reserve Program (WRP). All work shall be done in accordance with the Statement of Work (SOW) and NRCS Conservation Practice General Specifications Tree/Shrub Site Preparation (acre) Code 490. SCOPE OF WORK: See attached Statement of Work and Specifications for full details. PURPOSE OF THE SITE PREPARATION: Improve survival of the regeneration by controlling competition for moisture and sunlight by other vegetation and creation of a favorable micro-site thereby facilitating tree planting or seeding. AWARD: The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the government. The anticipated award date is on or before February 11, 2010. TIME FRAMES/DATE. The site preparation must be completed no later than 30 calendar days after contract award. PRICE. The Government estimated price range for the project is under $25,000. PRE-BID/PRE-PROPOSAL CONFERENCE: (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1449 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. SUBMITTAL REQUIREMENTS. This is an INVITATION FOR BID (IFB) PROCUREMENT. Specific instructions for preparing and submission of bids are provided in the solicitation. Interested and qualified firms must submit their bids no later than 2:30 pm (CST), February 5, 2010 to the attention of Danny Mandell, Contracting Officer at the contracting office address listed in this notice. Page 47, of Solicitation: PREPARATION OF BIDS (NRCS, TX, DEC 2007) In order to receive complete consideration for award of a contract, prospective contractors are requested to submit bids consisting of the following: -- Completed STANDARD FORM (SF) 1449, sign and date -- Acknowledgment of any/all Amendments on Standard Form 30, sign and date -- Completed BID SCHEDULE -- Completed the online application for REPRESENTATIONS and CERTIFICATIONS, and check paragraph (b)(2) on page 25, attach page 25 to your bid. -- Provide your DUNS number on the front of SF 1449, block 17a. Contractors shall mail one copy of their bid packet, applicable clauses, and/or provisions to USDA-NRCS, Attention: Danny Mandell, 101 S Main Street, Temple, TX 76501. Bids may be hand-carried in and must arrive no later than 2:30 pm CST (Central Standard Time), February 5, 2010. NOTE: Contractors when mailing or hand carrying your bid packet, please ensure that the Solicitation No. AG-7442-S-10-0021 is annotated on the outside cover of the bid envelope or package. NOTE: DUNS NUMBER. Please include your DUNS Number in Block 17a of the Standard Form 1449. QUESTIONS OR CLARIFICATIONS.
