Description
The Agricultural Research Service, MWA, NCAUR is soliciting for the following: Purchase a new Torque Rheometer System. The system will have the same or equivalent salient qualities as those associated with the rheometer system built by: C.W. Brabender Instruments, Inc. 50 E. Wesley Street S. Hackensack, NJ 07606 The new torque rheometer system to meet our needs is a torque rheometer/drive unit with data acquisition system (Intelli-Torque Plasti-Corder®) that will be electrically, electronically and physically compatible with our current Brabender extruder and mixing head attachments. Part numbers are in parentheses. The following is a more in-depth description of the exact components required or equivalent: Intelli-Torque Plasti-Corder® (01-45-000) Drive System: - 7.5 hp - Precision digital servo inverter drive system - Enclosed in a mobile cabinet Torque measurement system: - Dynamometer - Full torque range: 0 - 400 Nm (40,000 Meter-gram) Speed: - Range: 0.2 TO 150 RPM at maximum torque - Deviation: Zero with quartz precision through digital feedback Temperature: - Controlling: Six (6) zones of set and display (PID) - Monitoring: Four (4) zones of melt and display - Cooling: Four (4) zones of air (pulse) cooling Pressure: Eight (8) zones of melt pressure monitoring Communication: Modern CAN open field bus Interface: - Serial interface for PC connection - Includes the PC interface board - CAN communication (Part# 01-45-029) installed in PC Control: - Manual - Via soft touch keypad - Computer - Via PC and software with reverse jog Safety: - Freely selectable visual and audible alarms - Automatic shut down of the system, based on alarm settings - Automatic detection of all measuring sensors - Self validation of the system - Automatic detection of defective elements Software: Included with the Intelli-Torque Rheometer are WinMix and WinExt, 32 bit software for MS Windows 98, 2000, NT or XP for the analysis of torque, temperature, pressure and energy. WinMix: Automatic mixer evaluation software for: - Fusion behavior of PVC - Heat and shear stability of polymers - Flow and cure behavior of crosslinking polymers - Flow and cure behavior of elastomers - Plasticizer absorption of PVC dry blends - Liquid absorption of powders - Universal evaluation program WinExt: General extrusion evaluation software Power requirements: 230/208 VAC, 60 A, 3 Phase, 60 Hz Dimensions: 46" x 22" x 45" (H x W x L) Dell Optiplex 745 Computer System (01-41-000) Consisting of: - Intel 3GHz Pentium D925 Processor - 512 MB memory - 80 GB hard drive - 3.5" 1.44 MB diskette drive - 48X32 CDRW/DVD Drive - Dell Ultrasharp 17" flat-panel monitor 1707FP - Mini tower case - Dell USB keyboard - Dell USB optical 2-button with scroll mouse - Windows® XP professional version - Service Pack 2, with media - MS Office XP SBE and Adobe Acrobat 6.0 HP Deskjet D4160 Color Inkjet Printer (01-40-000) with cable (01-41-008) & accessories WinExt - Apparent Viscosity Program for Round or Slot Rheometric Capillary Evaluation (622) WinMix - Temperature & Speed Programming (623) MixCorr - Mixer Data Correlation, Statistical Evaluation (626) Mobile Computer Cart (4) Tier (08-49-000) Surge Station - High Performance protection strip (01-33-030) The cost proposal will include shipping and handling FOB Destination. Delivery shall be accomplished within ____60____ calendar days after the contract is executed.An official authorized to bind the Offeror must sign the terms and conditions of the offer. Offerors that fail to furnish required representations and certifications, or reject the terms and conditions of the solicitation, may be excluded from consideration. Contract type: Commercial Item - Firm fixed price. Simplified procurement procedures will be utilized. FOB Point Destination. USDA-ARS-NCAUR, 1815 N. University St., Peoria, IL 61604. The provision at FAR 52.212-1 Instructions to Offerors - Commercial Items applies to this solicitation. The following addenda have been attached to this provision: None. The provision at FAR 52.212-2 Evaluation-Commercial Items is applicable to this solicitation. The specific evaluation criteria to be included in paragraph (1) of that provision are as follows: A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the Best Value to the Government, technical, price, and other factors considered. The Government may award this contract to other than the lowest price technically acceptable quote. The government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor described to "Meet or Exceed the Requirement", 2) Past Performance and 3) Price. Technical Capability and Past Performance is significantly more important than price. Technical acceptability will be determined by review of information submitted by the offeror which must provide a description in sufficient detail to show that the service offered meets the Government's requirement. The government is not responsible for locating or securing any information, which is not identified in the proposal. To ensure information is available, vendors must furnish as part of their proposal all descriptive material necessary for the government to determine whether the service meets the technical requirements. Offerors shall include descriptive material, literature, brochures and other information, which demonstrates the capabilities of the offeror. Past Performance information to include recent and relevant contracts for the same or similar items (including contract numbers, points of contact with telephone numbers and other relevant information). Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to the clause: None. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following additional FAR clauses cited in this clause are applicable: 52.219-6, 52.219-28, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.223-15, 52.225-3, 52.225-13, and 52.232-33. Clauses and provisions are incorporated by reference and apply to this acquisition. Clauses and provisions can be obtained at http://www.arnet.gov. CCR Requirement - Company must be registered on Central Contractor Registration (CCR) before an award could be made to them.
