Description
THIS IS A RESEARCH AND DEVELOPMENT SUPPORT SOURCES SOUGHT NOTICE. THIS IS NOT A REQUEST (SOLICITATION) FOR PROPOSALS, PROPOSAL ABSTRACTS, OR QUOTATIONS. THE PURPOSE OF THIS NOTICE IS TO OBTAIN MARKET RESEARCH INFORMATION REQUIRED TO DETERMINE THE AVAILABILITY AND CAPABILITY OF QUALIFIED SOURCES TO PERFORM THE SUBJECT REQUIREMENT. THE NATIONAL INSTITUTES OF HEALTH (NIH), NATIONAL INSTITUTE OF ENVIRONMENTAL HEALTH SCIENCES (NIEHS), IS SEEKING SOURCES CAPABLE OF PROVIDING THE NECESSARY SCIENTIFIC AND LOGISTICAL EXPERTISE, PERSONNEL, MATERIALS, FACILITIES, AND EQUIPMENT NECESSARY TO PERFORM KEY MESSAGE DEVELOPMENT AND DISSEMINATION AS DESCRIBED BELOW. THE OBJECTIVE OF THIS REQUIREMENT IS TO DEVELOP OPTIMAL PROCESSES FOR TRANSLATING AND DISSEMINATING BREAST CANCER RESEARCH FINDINGS TO CONCERNED CITIZENS WITHOUT INCITING UNDUE HEALTH CONCERNS. TO FACILITATE THIS EFFORT THE SUCCESSFUL OFFEROR SHALL PERFORM THE FOLLOWING TASKS: 1) IDENTIFY A PANEL OF EXPERTS IN THE AREA OF RISK COMMUNICATION AND CONVENE A SERIES OF MEETINGS, INCLUDING, BUT NOT LIMITED TO TELEPHONIC, WEB-BASED, AND/OR FACE TO FACE MEETINGS, FOR THE PURPOSE OF KEY MESSAGE IDENTIFICATION AND MESSAGING STRATEGY DEVELOPMENT; 2) DEVELOP KEY MESSAGES TO POPULATE APPROPRIATELY BRANDED BREAST CANCER COMMMUNICATIONS TOOLKITS WITH UP TO THREE DIFFERENT MEDIA FORMATS PER COMMUNICATIONS TOOLKIT; 3) PROVIDE FOCUSED MESSAGE SUPPORT FOR LOCAL BREAST CANCER ORGANIZATIONS; 4) UPDATE DISSEMINATION PLAN; AND 5) DISSEMINATE KEY MESSAGE COMMUNICATIONS TOOLKITS AND FOCUSED MESSAGES TO BREAST CANCER ORGANIZATIONS LISTED IN THE DISSEMINATION PLAN. FOR TASK 1, THE GOVERNMENT ESTIMATES A MINIMUM OF 2-3 TELEPHONIC OR WEB BASED MEETINGS AND ONE FACE MEETING. THE FACE TO FACE MEETING IS LIKELY TO BE HELD IN THE RESEARCH TRIANGLE PARK, NC AREA NEAR THE NIEHS. IT IS ESTIMATED THAT EACH MEETING SHALL CONSIST OF 6 PANELISTS AND 50-75 ATTENDEES, AND CONVENE OVER A PERIOD OF 1.5 DAYS. SELECT CONTRACTOR PERSONNEL ARE REQUIRED TO TRAVEL TO FACILITATE THE FACE TO FACE MEETING. THERE WILL BE NO GOVERNMENT FURNISHED MATERIALS, EQUIPMENT, OR FACILITIES PROVIDED, OTHER THAN THAT WHICH IS SPECIFICALLY IDENTIFIED IN THE STATEMENT OF WORK. THE CONTRACTOR SHALL PROVIDE SPACE FOR THE PERFORMANCE OF THE WORK AS WELL AS COMPUTER, PRINTERS, AND INTERNET ACCESS. BASIC OFFICE EQUIPMENT AND PC OR MACINTOSH COMPUTER SUPPORT (WINDOWS XP WITH MICROSOFT WORD ON PENTIUM IV OR INTEL COMPUTER SYSTEMS OR MAC G5OSX 10.4.10 OR HIGHER) ARE NEEDED FOR ACTIVITIES SUCH AS WORD PROCESSING, DATA COLLATION, E-MAIL COMMUNICATION, ELECTRONIC TRANSFER OF FILES, WEB-BASED MEETINGS, AND WEB-BASED SEARCHES. REQUIRED SOFTWARE PROGRAMS INCLUDE: MICROSOFT OFFICE 2003 OR HIGHER, ENDNOTE, FILEMAKER PRO-5 OR HIGHER, MICROSOFT ADOBE DREAMWEAVER AND ADOBE ACROBAT PROFESSIONAL 8.1 OR HIGHER, AS WELL AS GRAPHIC DESIGN SOFTWARE SUCH AS ADOBE PHOTOSHOP, ADOBE ILLUSTRATOR, AND QUARK XPRESS. EQUIVALENT APPLICATIONS FOR THOSE SPECIFIED ABOVE MAY BE ACCEPTABLE WITH PRIOR APPROVAL. THE CONTRACTOR MUST MAINTAIN COMPLIANCE WITH ALL FEDERAL REGULATIONS CONCERNING INCLUSION OF MINORITIES, GEOGRAPHIC DISTRIBUTION OF MEMBERS, AND PAYMENT FOR SERVICES PROVIDED BY THE RISK COMMUNICATIONS EXPERT PANEL, AS WELL AS OTHER FEDERAL GOVERNMENT REQULATIONS. ALL MEETINGS/COMMUNICATIONS AND DELIVERABLES MUST BE SECTION 508 COMPLIANT. SECTION 508 IS A PART OF THE REHABILITATION ACT OF 1973, WHICH REQUIRES THAT ELECTRONIC AND INFORMAITON TECHNOLOGY DEVELOPED, PROCURED, MAINTAINED, OR USED BY THE FEDERAL GOVERNMENT BE ACCESSIBLE TO PEOPLE WITH DISABILITIES. THIS EFFORT REQUIRES THE CONTRACTOR TO PROVIDE PRODUCTS AND/OR SERVICES THAT ARE FUNDED UNDER THE AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (RECOVERY ACT OR ARRA). SECTION 1512(c) OF THE REOCVERY ACT REQUIRES EACH CONTRACTOR TO REPORT ON ITS USE OF RECOVERY ACT FUNDS UNDER THIS CONTRACT. THESE REPORTS WILL BE MADE AVAILABLE TO THE PUBLIC. THE ANTICIPATED START DATE OF THE AWARD IS NO LATER THAN SEPTEMBER 30, 2010. THE ANTICIPATED PERIOD OF PERFORMANCE FOR THE BASE CONTRACT (FUNDS DERIVED FROM THE ARRA) IS 2 YEARS, WITH TWO, ONE-YEAR OPTIONS (NON-ARRA), FOR A TOTAL OF FOUR YEARS IF ALL OPTION YEARS ARE EXERCISED. THE BASE CONTRACT AND EACH OPTION YEAR CONSIST OF TASKS 2, 4, AND 5, WITH THE POTENTIAL FOR EXERCISING OPTIONAL QUANTIES FOR TASK 1, TASK 2, AND TASK 3. IT IS THE GOVERNMENTS INTENT THAT OPTIONAL YEARS AND OPTIONAL QUANTITIES NOT EXERCISED AT THE TIME OF AWARD SHALL BE FUNDED SEPERATELY USING NON-ARRA FUNDING. BUSINESS CONCERNS THAT BELIEVE THEY POSSESS THE CAPABILITY TO PERFORM THE WORK DESCRIBED ABOVE SHOULD SUBMIT AN ORIGINAL AND TWO (2) COPIES OF THEIR CAPABILITY STATEMENT. CAPABILITY STATEMENTS SHOULD INCLUDE: 1) THE ORGANIZATION NAME, ADDRESS AND TELEPHONE NUMBER OF A POINT OF CONTACT FOR THE COMPANY, HISTORY OF THE ORGANIZATION (E.G. NUMBER OF YEARS IN BUSINESS, DUNS #); 2) THE TYPE OF BUSINESS OR ORGANIZATION, ORGANIZATIONS SIZE STANDARD UNDER NIACS CODE 541810 (SMALL BUSINESS < $7.0MILLION DOLLARS GROSS ANNUAL REVENUE), IDENTIFY ELIGIBILITY UNDER SMALL BUSINESS, 8(A) VETERAN OWNED, SMALL DISADVANTAGED, SERVICE DISABLED VETERAN OWNED, HUB ZONE, WOMEN OWNED OR OTHER SET ASIDE PROGRAMS AS APPLICABLE; 3) IDENTIFY ANY APPLICABLE GSA/FSS CONTRACT NUMBER UNDER WHICH THE DESCRIBED REQUIREMENT MAY BE ACCOMPLISHED. 4) INDICATE PREVIOUS PERSONNEL AND/OR CORPORATE EXPERIENCE AND CAPABILITIES RELATED TO: THE WORK IDENTIFIED ABOVE; BREAST CANCER; EXPERIENCE IN OUTREACH ACTIVITIES TO CANCER ADVOCACY GROUPS; EXPERIENCE IN DISSEMINATION OF HEALTH RELATED KEY MESSAGES WITHOUT CAUSING UNDUE HEALTH CONCERNS. CAPABILITY STATEMENTS SHOULD CLEARLY IDENTIFY THE OFFERORS EXPERIENCE AND QUALIFICATIONS TO PERFORM THE PROPOSED WORK. DOCUMENTATION MAY INCLUDE BUT IS NOT LIMITED TO, GOVERNMENT AND/OR COMMERCIAL CONTRACTS PREVIOUSLY PERFORMED, REFERENCES TO PUBLICATIONS, AWARDS, COMMENDATIONS, ETC.; 5) MANAGEMENT STRUCTURE - IDENTIFY RESOURCES AVAILABLE TO PERFORM THE WORK (E.G. SCIENTIFIC EQUIPMENT, FACILITIES, PERSONNEL, TRAINING, ETC.); 6) ORGANIZATIONS SHOULD IDENTIFY CAPABILITY TO ADMINISTER AND COORDINATE INTERRELATED TASKS IN AN EFFECTIVE AND TIMELY MANNER.
