Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This request is for planning purposes only, and does not constitute a Request for Proposal, a Solicitation, a Request for Quote or, an indication that the Government will award a contract for the items con-tained in this RFI. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any infor-mation submitted as a result of this request. The Government does not reimburse res-pondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. Companies are encouraged to respond if they have the capability and/or capacity to provide the items identified below and provide statements that clearly define the contractor's abilities to perform the work requested RFI. Submissions are due NO LATER THAN 30 2009 at 11:59 p.m. and may be made by emailing a response to: anh-thu.chu@va.gov. This RFI notice is part of the Government's Market Research, a continuous process for obtaining the latest information from industry, with respect to their current and near-term abilities. The Gov-ernment requests information regarding whether a Service Disabled Veteran Owned Small Business (SDVOSB), Veteran Owned Small Business (VOSB), or 8a contractor(s) that can provide labor and materials to install six (6) Government provided Remote Power Panels (RPPs) and associated floor stands in Rm. 134 at the following grid loca-tions: J-1, AI-71, AR-18, AI-71, AA-60, I-23 (NOTE: The two (2) RPP's to be installed at J-1 and AI-71 shall not require electrical service to them at this time). The pro-posed price shall be based on any location within ten feet of the grid locations provided. Only qualified electrical companies with a successful history of performing similar work in a live data center shall be considered. A minimum of five references where similar work has been performed shall be available upon request. The major effort under this service request shall include: 1. Each RPP contains four 225 amp panels, two panels facing forward and two facing the opposite direction. Two panels shall be fed from odd numbered Power Distribution Units. (PDUs) and two panels from even numbered Panels facing the same direction shall be served from either all odd or all even PDUs. 2. Wire service to the 225 amp panel shall be rated for the full 225 amps and the neutral shall be twice the rated size. A total of twenty-four 208 volt, 225 amp electrical feeds shall be installed from PDU's #15, #16, & #18. 3. Installation shall include the purchase and installation of three (3) National Electrical Manufacturers Association (NEMA) 1 enclosures installed within the PDU support stands under existing PDU's #15, #16 and #18 located in Rm. 134 at and/or near grid locations AU-13,14/AA-55,56/AA-57,58. 4. All panels shall be labeled with the standard orange laminate signage using standard AITC electrical information. 5. Energizing RPPs shall be coordinated 6. All field quality reports shall be documented and submitted to the COTR for re-view and approval prior to energizing any equipment. 7. All work shall be coordinated through the Facilities Management Section (305A). Follow all applicable National Electrical Code (NEC) and safety guide-lines during the course of this work. 8. Update all electrical panel logs upon completion of work. 9. NEMA 1 enclosures shall be field measured and constructed to ensure maxi-mum conduit management is achieved into the PDU electrical connection points 10. All wiring ampacities *(*definition: The allowable current-carrying capacity of a conductor measured in amps. NEC tables list maximum safe ampacities for each wire gage) specified are based on copper conductors, with the conduit and raceways accordingly sized. Aluminum conductors are prohibited. 11. All materials and equipment shall be listed, labeled or certified by a nationally recognized testing laboratory to meet Underwriters Laboratories, Inc., standards where test standards have been established. Equipment and materials which are not covered by UL Standards shall be accepted provided equipment and material is listed, labeled, certified or otherwise determined to meet safety requirements of a nationally recognized testing laboratory. Equipment of a class which no nationally recognized testing laboratory accepts, certifies, lists, labels, or determines to be safe, shall be considered if inspected or tested in accordance with national industrial standards, such as NEMA, or (American National Standards Institute (ANSI). Evidence of compliance shall include certified test reports and definitive shop drawings. 12. All electrical work shall comply with the requirements of NFPA 70 (NEC), National Fire Protection Association (NFPA) 70B, NFPA 70E, Occupational Safety and Health Administration (OSHA ) Part 1910 subpart J, OSHA Part 1910 subpart S and OSHA Part 1910 subpart K in addition to other references required by contract. 13. Job site safety and worker safety is the responsibility of the contractor. 14. Electrical work shall be accomplished with all affected circuits or equipment de-energized. When an electrical outage cannot be accomplished in this manner for the required work, the following requirements are mandatory: 15.Electricians shall use full protective equipment (i.e., certified and tested insulating material to cover exposed energized electrical components, certified and tested insulated tools, etc.) while working on energized systems in accordance with NFPA 70E. 16.Electricians shall wear personal protective equipment while working on energized systems in accordance with NFPA 70E. 17.Before initiating any work, a job specific work plan shall be developed by the contractor with a peer review conducted and documented by the COTR. The work plan shall include procedures to be used on and near the live electrical equipment, barriers to be installed, safety equipment to be used and exit pathways. 18.Work on energized circuits or equipment shall not begin until prior written approval is obtained from the COTR. 19. Coordinate location of equipment and conduit with other trades to minimize interferences.at the Department of Veterans Affairs, Austin Information Technology Center.
