Description

The Defense Human Resource Activity (DHRA) Procurement Support Office (PSO) intends to award a Sole Source contract to Management Analysis Technologies, Inc., 5 Pritchard Court, Stafford, VA., in accordance with FAR 6.302, Circumstances permitting other than full and open competition, to purchase services for research, analysis, and compiling reports on Foreign Language Proficiency. This notice is not a request for competitive proposals. However, any party that believes it is capable of meeting this requirement as stated herein may submit a written capability statement that clearly supports and demonstrates their ability to perform the requirement. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Part 12 and Subpart 13.5. Response Date: 1:00 p.m. EST, 30 Dec 2009.
