- Description
- ERIE Veterans Affairs Medical Center has a requirement for a Design-Build Project # 562-10-103, "New Facilities/Offices Lower Level Laundry Area". Project is located at the ERIE Veterans Affairs Medical Center, 135 East 38 Street, Erie, PA 16504. This is a Request for Proposal (RFP) which is a competitive (best value) procurement set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) for a design/build construction project. Work includes, but is not limited to, Professional Design Build services to include, but not limited to: Site investigation - site work. Working drawings and specifications. Cost estimates. Construction period services - provide recommendations, visit site per VA's request and add to drawings as-built conditions from contractor's record drawings. Architect/Engineer (A/E) will respond on site within a three-hour period when requested. All labor, materials, equipments and supervision to renovate the Lower Level Laundry (Approx 4,000 SF) into a receiving/distribution space for laundry and the remaining space as offices. Include any and all architectural, mechanical, plumbing and electrical work. The Design-Build Team A/E (DB A/E) shall design the project work to meet VA, NFPA, and BOCA requirements. Work shall include but is not limited to: Reviewing existing site conditions. Perform site prep (including demolition of all utilities) trenches, pits, masonry partitions, duct work, lighting and all misc. equipment. Construct new walls, HVAC systems, ceilings, power/data, sprinkler relocations, fire protection relocation/upgrades, and installation of the VA furnished sound system. Scope to include architectural finishes: welded vinyl flooring vinyl base, carpet, carpet base, acoustic ceilings and grid, drywall ceilings, 2x4 lighting fixtures, and window treatments. Exterior walls to be waterproofed and insulated with rigid insulation and covered with 5/8 fire code drywall. All interior partitions shall be 3 5/8 metal studs with 5/8 fire code drywall insulated with sound Batt Insulation. Sound insulation should be installed above all office ceilings. Install solid core wood doors with required hardware as selected by the COTR. Work shall also include, but is not limited to: A design, in addition to the feature design, which includes a space for future expansion. Designing and constructing the following into the plans: Administration offices for Facilities and Laundry Supervisors and Secretaries. A soiled holding for linens, with a negative pressure. A clean holding for linens, with a positive pressure. A cart wash, with pressure washer. A Mechanical room for battery operated equipment. An overhead paging system. Hook-ups for residential style washer and dryer. Storage and shelving for emergency back-up linens. Repairing any leaks in surrounding walls. Repairing any holes in ceiling. The construction cost range is between $1,000,000 and $2,000,000. The applicable NAICS is 236220 with the small business size standard of $33.5 million. Solicitation will be issued on or about (o/a) January 7, 2010 to interested parties through electronic data interchange at the following URL: http://www.fedbizopps.gov for downloading FREE OF CHARGE. Any amendments to this solicitation will be available at the website. Offerors are advised that they are responsible for obtaining amendments from the website. Questions must be submitted to the Contract Specialist by e-mail to Lynne.Dickerhoff@va.gov or by fax to 412-954-4057, no later than January 12, 2010, so they can be addressed at the Pre-proposal Conference. A Pre-proposal Conference is anticipated (o/a) January 14, 2010 at 1:00 pm Eastern Standard Time (EST) at the Erie VA Medical Center, 135 East 38 Street, Erie, PA 16504. Although not mandatory, all offerors are encouraged to attend the Pre-proposal Conference. Further questions will be accepted by the Contract Specialist by e-mail or fax until close of business January 22, 2010 (eight calendar days) after the Pre-proposal Conference. Any changes resulting from the Pre-proposal Conference discussions will be provided to all FedBizOpps registered offerors by means of a Modification. Questions received later than eight (8) calendar days after the Pre-proposal Conference may not be addressed in the interest of adhering to the schedule of date and time for receipt of proposals. Date and time set for receipt of proposals will be o/a February 8, 2010 at 10:00 AM EST.
