Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. It is the intent of the National Heart, Lung, and Blood Institute to negotiate and award a follow-on contract on a sole source, noncompetitive basis to NuGEN Technologies Inc., 821 Industrial Rd Unit A, San Carlos, CA 94070-3331 for the NuGEN’s Ovation reagent systems. The systems include the Pico RNA Amplification System, the Encore Biotin Module, and the Ovation Exon Module. NuGEN’s Ovation Systems include complex mixtures of buffers, enzymes, nucleicacids, and other chemicals, as well as, laboratory protocols for amplifying and labeling the input RNA. The systems allow life science researchers to work with very small amounts of biopsies/samples, while at the same time providing sufficient representative genetic material required for additional analysis. There is no other company that manufactures these reagents. The Ovation System family of products are covered by U.S. Patent Nos. 6, 692, 918, 6, 251, 639 and 6, 946, 251, and other issued and pending US and international patents. These are the only reagents that are suitable for the existing affymetrix platform operated in the core facility and the reagents have been validated in the core lab. In order to maintain a high standard of quality and reproducibility of experiments while increasing data output, the reagents manufactured by NuGEN is of critical importance. This acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR Part 6, Competition Requirements. The North American Industry Classification (NAICS) Code is 541711 and the Size Standard is 500 employees. This notice of intent is not a request for competitive proposals. The determination by the Government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government.
