- The U.S. Department of Transportation, Research and Innovative Technology Administration, John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, intends to issue a solicitation for services related to services required to modernize the Air Traffic Control and Landing System (ATCALS) infrastructure by deploying and installing upgrades of current and future aviation system technology at United States Air Force Bases located within the United States as well as overseas for the U.S. Department of Transportation and other Federal Agencies. The solicitation is being competed under Full and Open procedures and is intended for multiple awards. The successful contractors will provide services in the following areas of work: Strategic Planning, Architecture Analysis, and System Engineering; Facility Infrastructure Upgrades; ATCALS Installation; Operational Relocation; Communication Systems; Network Management; and Network Planning and System Engineering. The primary skill requirements for facility infrastructure modernization and deployment of ATCALS may include, but are not limited to: systems engineering and integration, electrical engineering, computer networking and fiber optics, HVAC capacity requirements estimations, emergency generator and power load planning, electrical grounding requirements analysis, mechanical engineering, civil engineering, logistical services to acquire, stage and pre-position all non-government furnished equipment and materials required to complete the next activity, such as consoles, wiring, ground bars, cable trays/ladders, and punch-down blocks, experience working in, on, and around an operational airport facility, and a demonstrated capability to relocate operations of a critical operations center from one facility to another without service interruption or system failures. The North American Industry Classification System (NAICS) Code is 541330 for this acquisition with a small business size standard of $4.5 million. The estimated release date of the solicitation will be January 28, 2010. Proposals will be due approximately 45 days following the issuance of the solicitation. The solicitation will be issued on an Indefinite Delivery/Indefinite Quantity Multiple Award basis with the ability to issue firm fixed price, cost-plus-fixed-fee completion, and cost-plus-fixed-fee term task orders. The term of the ordering period of the contracts will be five years from date of award. The Volpe Center uses electronic commerce to issue RFPs and amendments to RFPs. Paper copies of these documents are not available, and hard copies will not be mailed. The Department of Transportation (DOT), Short-Term Lending Program (STLP) offers working capital financing in the form of lines of credit to finance accounts receivable for transportation related contracts.
