Description
This is a Sources Sought Announcement for The National Institutes of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), Clinical Sciences Section (CSS) in the Office of the Clinical Director, is seeking to set-aside for a small business. The National Institutes of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), Clinical Sciences Section (CSS) intends to procure a Biostatistician to provide clinical research that will be conducted under the auspices of NIAMS, and shall be subject to review and approval of the NIAMS Board of Scientific Counselors and the National Institutes of Arthritis and Musculoskeletal and Skin Diseases (NIAMS), / National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) Institutional Review Board. The estimated number of hours for the contract period of February 1, 2010 – January 31, 2011 for 2080 hours. The qualifications are as follows: 1) a PhD in biostatistics with post –doctoral experience; 2) at least 5 years of work experience beyond the PhD degree; 3) an outstanding reputation in statistical methodology and applied research as evidenced by membership on editorial boards, review committees, study sections, and invite lectureships; 4) a recent record of research productivity demonstrated by at least 25 publications in peer-reviewed journals; 5) a history of leading clinical research teams or biostatistical cores; 6) programming expertise in R, SAS, Stata, Bioconductor, Matlab, and Python; 7) experience with both genetic and clinical epidemiological studies, including national datasets such as NHANES III and Medicare-SEER databases; and 8) ability to work collaboratively with clinical investigators and independently with self-discipline to meet deadlines; 9) must possess significant documented analytical and organizational skills; 10) must have in-depth knowledge and expertise in Bioinformatics; 11) must have excellent written and oral communication skills, including presentation talking points and slide development; 12) must have strong teamwork ethic and demonstrate an ability to work in teams. In addition, the contractor will conduct outcomes research in the Clinical Sciences Section of NIAMS at the NIH Clinical Center. Responsibilities include: 1) providing biostatistical consultation to section members on new studies and protocols, including features of study design, optimization of outcomes, and sample size requirements; 2) provide data quality control for ongoing studies; 3) designing and implementing statistical analysis of primary and secondary data; 4) programming and data manipulation of large administrative datasets; 5) preparation of research reports; 6) participation in section meetings; 7) teaching and advising post –doctoral fellows and other members of the Clinical Sciences Section on issues of study design and statistical analysis. The contractor will have to deliver the following within the timeframe described above : 1) monthly reports to the Chief, Clinical Sciences Section (CSS); 2) The incumbent consults and collaborates with the Chief, CSS, to develop mutually acceptable plans for prioritizing the responsibilities of the incumbent’s assigned functions, and to highlight the major areas of emphasis and the goals to be achieved; 3) The incumbent keeps the Chief, CSS, apprised of problems encountered, possible controversies, and success or failure of work efforts in progress.
