- SOURCES SOUGHT SYNOPSIS: The Government is issuing this sources-sought announcement as a follow-on to the market research conducted under solicitation number H92222-09-PSR2 in support of the Precision Sniper Rifle (PSR). Interested offerors are requested to provide verified data on their weapon's and ammunition's performance. Data shall be derived by a minimum of two groups using a 5 rounds per group fired from 1500 meters with and without suppressor. Verified Data information shall include: Weapon Type, Weapon Serial Number, Ammunition Type, Bullet Weight, Terminal Velocity, Extreme Spread, Mean Radius, Date, Time, Temperature, Wind, Humidity, Altitude, and Barometric Pressure. Verifying authorities include, but are not limited to entities such as: ATK, Lake City, H.P. White Laboratories, Aberdeen and Yuma Proving Grounds, NSWC Crane and Dahlgren, and Picatinny and Rock Island Arsenal. In addition, the vendor is responsible for developing a fixture to hold their PSR submission. The PSR shall be fired from the vendor supplied weapons holding/firing fixture in the full up configuration, with and without suppressor. The fixture shall be fitted with slotted holes so as to attach to the NSWC Crane firing base. Drawing SMA-SK-2323-REV (specifically number 3) provides the slotted hole dimensions and the locations of the holes which are required in order to attach the vendor's weapon holding/firing fixture to the NSWC firing base. The drawing is for informational purposes and should not be interpreted as how each vendor should build theirs. This drawing has been uploaded to this sources sought with explicit access only. Explicit access will be granted by the contracting office after confirming that the interested offeror is registered in Central Contractor Registration (CCR) and reflects that the offeror is registered with the North American Industry Classification System (NAICS) of 332994 for small arms manufacturing. Finally, the Day scope also referred to in the Draft Performance Specification (PS) dated 11 June 2009 as day optical scope (DOS), day optic, and Scope will be removed from the final PS requirements. All interested sources are encouraged to submit information no later than 8 Jan 2010 to the contract specialist, Tiffany Garfield at tiffany.garfield.ctr@socom.mil and the contracting officer, Verdetta Weaver at weaverv@socom.mil.
