Description
BBG50-R-10-0001 Attachment The Broadcasting Board of Governors (BBG), International Broadcasting Bureau (IBB) Governors has a requirement, subject to the availability of funding, requires the lease of a MPEG2 standard DVB Video Channel with associated stereo pair audio channels (Voice of America (VOA) Persian News Network (PNN)), a separate MPEG2/DVB stereo pair (Radio Farda), and a separate MPEG2/DVB mono radio channel (VOA Persian) on the Telstar 12 satellite located at 15 Degrees West Longitude. The contract will include a base period (March 1, 2010 - February 28, 2011) with six one-year option periods, subject to the availability of funding. Service must be on Transponder 10 of the Telestar 12 satellite on down-link frequency 12,608 MHz in the Horizontal (H) Polarization. This transponder requires uplink transmission facilities on the West side of the Atlantic Ocean. The uplink location will downlink the BBG/IBB programming from the NewSkies 319.5 Degree East Satellite, Transponder 14A/14A, 3,980.5 MHz, Right Hand Circular Polarization (RHCP) down carrier. The Video Channel Information Data Rate must be 3.5 Mb/s or higher. The stereo channel data rate for both stereo pairs must be 192 kb/s or higher. The mono channel data rate for the single mono channel must be 96 kb/s or higher. The North American Industry Classification Systems (NAICS) code for this acquisition is 517410. No Defense Priorities and Allocation System (DPAS) rating assigned. The Solicitation is attached hereto. Proposals shall be in writing and must be signed by an official authorized to bind the organization. Faxed or emailed proposals will not be accepted. Please note that the deadline for submission of questions by 12:00 p.m., Eastern Time on January 4, 2010. Questions must be submitted in writing by email to: mecarpen@bbg.gov. Proposals shall be submitted as an original and two copies must be sent via courier or overnight delivery prior to the deadline.
