- This is a Total Small Business Set-Aside. The Government will only accept bids from Small Businesses. Project Number 38863, Repair Primary and Secondary Digester at Sewage Treatment Plant RECOVERY: In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act (ARRA) of 2009, Pub,L. 111-5, the Government posts this pre-solicitation announcement. The U. S. Army Corps of Engineers, Kansas City District, intends to issue a solicitation for a Design-Build Services for Repair of the Primary and Secondary Digesters at the Waste Water Treatment Plant located at the Fort Leonard Wood, Missouri. The solicitation will be available on or about 8 Jan 2010 on the FedBizOps website at www.fbo.gov. The Proposals will be due approximately 30 days later. The solicitation, including any amendments, shall establish the official opening and closing dates and times. This is a construction project to convert the existing sludge digesters to aerobic digestion, including all mechanical and electrical work associated with the conversion. There will be two options, that bidders will be required to provide pricing on: Option 1: Convert existing secondary clarifier 1 to aerobic digestion, including all mechanical and electrical work associated with the conversion. Option 2: Convert existing secondary clarifier 2 to aerobic digestion, including all mechanical and electrical work associated with the conversion. This solicitation will be issued as an Invitation for Bid (IFB) which will result in the award of a single firm fixed price (FFP) construction contract. The estimated performance period for completion of construction is 365(Three Hundred Sixty-Five) calendar days from Notice to Proceed (NTP). At this time, a Site Visit has not been planned for this solicitation. The date of the organized site visit will be given in the solicitation. In accordance with FAR 36.204 and DFARS 236.204, the estimated magnitude of this construction project is: Between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) Code for this project is 237110, and the size standard is $33,500,000.00.
