Description
The procurement of Consulting Services needed to lead and perform the implementation of the Oracle E-Business Human Resources (HR) and Payroll Applications, which will be used to manage and pay the Iraqi Security Forces (ISF) serving the Iraq Ministry of Interior (MoI). The services to be performed will take place at the MoI Headquarters which is approximately three miles northeast of the International Zone (IZ) in Baghdad, Iraq. Currently, all HR & Payroll functions within the MoI are performed manually for an organization consisting of approximately 650,000 people. The eMinistry system will provide the means to plan, hire, manage, and accurately pay its workforce with complete automation and efficiency, while greatly reducing the opportunities for corruption. Currently, the MoI distributes large sums of cash throughout the country each month in order to pay their vast number of employees. The eMinistry System will ensure that the ISF are paid accurately, fairly, & timely in a standardized, transparent manner, which will contribute to the stability and longevity of the Iraqi Security Forces. The objective is to assemble a complete team of experienced and certified Oracle Consultants to lead the MoI through a successful implementation of Oracle Human Resources and Payroll with minimal customizations to the delivered software. The plan is to arrive with a steady state system, supported by a fully capable and self-sufficient MoI Staff. The Contractor and Coalition staff will work closely with the MoI staff in pursuit of this contract and the specific desired outcomes outlined above. The Project Plan should be developed for a "Go-Live" approximately one year from the project start. The proposed solicitation number is W91GY0-10-R-0008.
