- FISC Norfolk Philadelphia Division intends to procure software support services and warranties in support of the SystemWare ATC/STC/VTC system platform in place at the Naval Criminal Investigative Service. Services will include product familiarization training, warranty of existing SystemWare hardware & software, repair/replacement of defective SystemWare devices. This acquisition will be solicited on a sole source basis with SystemWare Incorporated of Thousand Oaks, California. A firm fixed price type contract with a base period and four options will be negotiated. The NAICS code for this effort is 541519. The proposed contract action is services for which the Government intends to solicit and negotiate with only SystemWare Inc. on a sole source basis pursuant to FAR 6.302-1. SystemWare Inc. is the only known provider of these services. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALSNumbered Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement with a Technical Capability Statement. This notice of intent is not a request for competitive proposals. However, all capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
