Description
This is not a Presolicitation or Solicitation announcement. This is a sources sought notice only. The purpose of this sources sought notice is to gain market knowledge of potential qualified sources and their size classifications; HUBZone, 8(a), Veteran Owned Business, Service Disabled Veteran Owned Business, Large Business relative to NAICS Code 423690, Other Electronic Parts and Equipment Merchant Wholesalers, with a small business size standard not to exceed 500 employees. Responses to this sources sought notice will be used by the Government to make appropriate determinations about potential sources only. No solicitation is currently available at this time. After review of the responses to this sources sought announcement a synopsis and/or solicitation announcement may be published at a later time. Responses to this notice shall include company name, address, point of contact, size of business pursuant to North American Industrial Classification Code (NAICS) and must respond to the following questions: 1) Is your business a small business under NAICS code 541611? 2) Is your business one or more of the following: HubZone, 8(a), Service Disabled Veteran Owned Small Business under NAICS code ? 3) Is your business a large business under NAICS code? Please provide a capability statement addressing your organizations ability to perform as a prime contractor the work described below: 1.Deliver a mobile video cart that meets or exceeds the performance characteristics outline below: The system shall consist of 3 video cameras, a 5-operator intercom system, a video production system and mobile carts to transport the video production system components. The system shall be completely assembled and configured for immediate use. The system shall include design, internal and external cabling, rack system, warranty and operator training to be provided at the government site located at Fort Leonard Wood, Missouri. Video Cameras The required video cameras shall be commercial broadcast quality capable of recording in high definition. The cameras shall be adaptable to studio and field use. Each camera shall be able to record to S by S (SXS) storage cards and shall include (2) 16 gigabyte cards. The cameras shall have the ability to accept interchangeable lenses and be equipped with tripod plates for field and studio use. Each camera shall be supplied with an optical adapter that supplies the following interfaces to the camcorder: HD/SD SDI input from camera, RET video output to camera, Genlock (generator lock) output to camera, camera remote control, LanC (serial connection between computer and camera) jack, 4 pin XLR intercom headset jacks (x2), 12 VDC output (x3), front & rear Tally indicators, SMPTE fiber cable connector, 4 pin. Each camera shall be equipped with an optical adapter base unit supplying the following interfaces to the camcorder: HD/SD SDI output (x2) / auto detecting (SD/HD), intercom headset jack, Intercom system jacks for support of both 2-wire and 4-wire intercom systems, 8 pin REMOTE connector for interfacing to camera remote controllers, LanC jack, RET video input to interface to video switcher program output, GENLOCK input (can be used to supply teleprompter composite video signal to camera instead), DC in via 4-pin XLR for remote location operation, AC power line cord jack, Tally IN & OUT connectors, SMPTE fiber optic cable connector. Each of the cameras shall be equipped with a (minimum) 100 meter fiber optic cable with Lemo connectors loaded on fiber cable reels. Each camera shall include the following cabling: BNC cable x1: approx. 1.37 feet (41cm) for HD-SDI connection BNC cable x1: approx. 1.37 feet (41cm) for Time code connection BNC cable x1: approx. 1.37 feet (41cm) for Gen lock connection 6 pin cable x1: approx. 1.37 feet (41cm) for Return connection 8pin remote cable x1: for camera remote connection Power cable x1: for camera power supply BNC cable x1: 3.3 feet (100cm) for backup PS-570 Tally in cable x1: Tally cable to connect to another base station x1 3 pin AC power cable 2.Each camera shall be supplied with (4) Dionic 90 (or equal) batteries. Each camera shall be supplied with (1) gold mount plate or other non-corrosive material for batteries. The system shall include a quad charger for the batteries. The video camera system shall include a wireless microphone system. The system shall include a wireless microphone system operating at 638 MHz to 662 MHz (TV channels 42 to 45) Users may choose from 188 frequencies. The wireless mic system shall consist of an omni lavalier microphone, bodypack transmitter and portable tuner. The tuner shall be supplied with a shoe-mount adaptor for camera mounting, a 3-pole mini-plug / XLR cable and a 3-pole mini-plug / stereo cable. Intercom System The system shall operate in 2.4 GHz or 900 MHz RF bands. Shall have a backlit LCD display, locally programmable controls, unique GPIO addressing, discreet audio path for point-to-point communication, plus the ability to select, monitor, mix, and talk on any two of the 4 audio intercom channels. The system shall include base station, software, charger, directional antenna, single-muff microphone/headsets, beltpacks, and batteries (including minimum of 5) spare batteries. System shall accept AC or DC power sources, AC power 90-250 VAC at 50-60 Hz, DC power 11-32 VDC. Intercom system shall be capable of accommodating up to 6 simultaneous users. 3. Video Production System The video production system shall consist of all necessary hardware/software that is capable of: comprehensive multi-view, video clip store, character generator, still image store, file storage, aspect and format conversion ability and automated camera control. The system shall be capable of 3Gbps 1080p/60 and provides simultaneous multi-definition SDI I/O for 1080p, 1080i, 720p and standard definition, as well as DVI. The system shall contain an audio mixer board which contains 16-channels, 10-microphone inputs, 4-stereo channels, 6 built-in compressors and USB connection. The system shall have dual LCD displays: (1) 21-24 inch display and (1) 42-50 inch display. The larger display shall be used as the multi-view monitor and the smaller monitor shall be used to display the computer graphics generator. The smaller display shall be housed in a hard-side shipping case. The system shall record to DV, HD, and DVD. This recorder shall accept Mini DV cassettes, DVD disks and integrate a 250GB hard disk recorder. The recorder shall have analog to digital encoding as well as various editing and dubbing capabilities. The recorder shall include the following inputs and outputs: FireWire: 4-pin (x 1), analog component: 3-RCA (x 1 output), s-video: 4-pin (x 2 input, 2 output), composite video: BNC (x 1 output), video/stereo audio: 3-RCA (x 1 input, 2 output), digital audio: optical (x 1 output), digital audio: coaxial (x 1 output), RF: coaxial (x 1 input), RS-232C Control: 9-pin (x 1). The video productions system shall contain a rack-mounted PC with USB for encoding output to live web streaming. The PC shall include a dual 8.4 inch high resolution LCD/computer monitor. Each screen displays 800 x 600 Dots with 1.44 million RGB pixels. 4.Rack Mount Case Mobile cart shall be capable of housing all ot the componant parts of the system. Cart shall be constructed of material that provides for enhanced protection of all componants, swivel drawer and mounting for Video Production System control panel, sliding drawer and mounting for audio mixer, mount kit for the smaller display, (4) pneumatic tires capable of traversing rough terrain when moved by 2 persons, rack mounted handle for rear steering, power conditioner/distributor with master power switch, automatic, locking gas springs that extend two side panels for instant user/counter space, rear cooling fan assembly, and a 2RU locking drawer. Case shall include all appropriate filler panels and locking cable access door. Monitor Case Rotating monitor lift mount system and travel case for large monitor which includes (4) pneumatic tires capable of traversing rough terrain when moved by 2 persons, internal and external cabling and top deck rear panel industrial power connections and power cord. This Sources Sought Notice does not pertain to Competitive Outsourcing under A-76. This is not request for proposal and in no way obligates the Government to award any contract.
