Description
NAICS Code: 448190 1. The United States Environmental Protection Agency (USEPA) has a requirement to provide Superfund Removal Program personnel (e.g. On-Scene Coordinators (OSC)) with Identification (ID) clothing to allow for easy identification of EPA personnel during emergency responses,national incidents and exercises. As a result, the USEPA Office of Acquisition Management (OAM) intends to establish a Blanket Purchase Agreement (BPA) in accordance with FAR Part 13.303 for a five-year period for ID clothing (e.g., polo shirts, tee-shirts, long-sleeved denim shirts, long-sleeved dress shirts, sweatshirts, coach-style jackets, fleece jackets, field vests and baseball-style caps) with potential vendors who have the ability for short notice production and delivery, as well as standard production and delivery times not to exceed six (6) weeks from the date the order is placed. The clothing items required will be identified in the Request for Quote (RFQ), and need to be available for both men and women. EPA will provide the appropriate graphics to the successful offeror. A BPA, as referenced in FAR Part 13.303-1, is a simplified method of filling anticipated repetitive needs for supplies or services by establishing "charge accounts" with qualified sources of supply; the contract generally establishes prices, terms, conditions, and the period covered. 2. Award will be based on best value and the quote that is most advantageous to the Government; cost and/or other factors considered. Consequently, we request samples of T-shirts at no charge be submitted with quotes in order to evaluate the quality of T-shirts. 3. A copy of this request for quote (RFQ) # RFQ-DC-10-00058 including attachments will be available at the following locations: http://www.epa.gov/oamsrpod/ersc/1000058/index.htm and https://www.fbo.gov. 4. The point of contact (POC) for this request for quotes is Manuela Meyer, Contract Specialist, meyer.manuela@epa.gov. Please copy Elaine Scott, Contracting Officer, scott.elaine@epa.gov on ALL email correspondence. 5. Please submit your Request for Quote (RFQ) via electronic mail to Manuela Meyer, Contract Specialist at meyer.manuela@epa.gov and Elaine Scott, Contracting Officer, scott.elaine@epa.gov in accordance with the deadline specified in Block 10 of the RFQ. No phone calls please. 6. This is a combined synopsis/Request for Quote (RFQ) for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only request for quote (RFQ); quotes are being requested and a written solicitation will not be issued.
