- Statement of Work USAF Thunderbird Support Manual 2010 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for FA4803-10-Q-A044. This acquisition is 100% set-aside for Small Business. The associated NAICS code is 561499. This RFQ contains 1 line item. The line item description is as follows: CLIN 0001 Contractor will provide an Air Boss for the ShawFest Air Show at Shaw AFB IAW the following STATEMENT OF WORK. DESCRIPTION OF AIRBOSS SERVICES. Using acts provided, produce an AirShow schedule using time allotted for show. Provide direct control of the AirShow performers within the confines of the set schedule. Liaison with the FAA Representatives (FSDO) and Emergency Services personnel prior to, during and following the show. Conduct the mandatory AirShow Briefing for all performers prior to each show at a location provided by the AirShow sponsor. AIRBOSS REQUIREMENTS. The contractor shall meet or surpass all of the following requirements. Must have experience with large Airshows (50,000+) attendees. Must be able to act as liaison with FAA representative and emergency personnel during air show. Must be able to provide VHF/UHF radio equipment for use at the show. Must have conducted operations with the Military Jet Teams (Thunderbirds,Blue Angels, Snowbirds, and etc.). Must hold liability insurance for individual or company. AIR BOSS PRIMARY DUTIES the air boss shall perform all duties. Contractor will perform Air Boss duties during the arrival show, practice, and Twilight program on Friday, 7 May 2010. Additionally, Contractor agrees to perform Air Boss duties on the day show, Saturday, 8 May 2010 and Sunday, 9 May 2010. Contractor will conduct an airshow safety briefing each day, 7-9 May 2010, at the Deployment Processing Center main briefing room. Contractor will provide the safe and efficient control of scheduled air show event activities and will work closely with Air Traffic Control (ATC) arrivals, departures, and ground movements. The contractor will manage ground movements of taxiing aircraft and vehicular traffic during airshow and will work closely with the local Flight Standards District Office (FSDO) to ensure all regulatory requirements pertaining to air operations are met. The contractor will establish communication system with waiver holder, Airport Manager, FSDO, and ATC. The Contractor will work directly with his ATC liaison on stage to ensure flight safety and appropriate coordination with the Shaw AFB Tower facility when required. In case of "Alert Response" the contractor relinquishes all control to affect a safe launch. During the time the Contractor is in control of the SAFB airspace, he/she will discuss and coordinate emergency procedures and Air Boss actions with the ATC facility that has airspace jurisdiction as required, and will coordinate with crash/fire/rescue on emergency procedures. Period of Performance: Planning and coordination with the Air Show Coordinator, Ground Boss, Public Affairs and/or designated representatives will begin within 72 hours of contract award. Air Show preparation has been scheduled for 7 May 2010 from 0800L to 1600L. On 7 May 2010 the Team Shaw Air Show will begin at 0800L for those personnel who reside on base. At approximately 0900L the Air Show will begin for the general public, and will continue with minimal interruptions until 1600L. Approximately 1.5 hours has been allotted for post Air Show equipment teardown and recovery efforts. Contractors Liability Insurance. The contractor shall maintain personal liability insurance. Lodging. The contractor will not charge the government for lodging; one non-smoking room will be provided by Shaw AFB for duration of ShawFest. If additional rooms are required, those rooms will be provided free of charge. For evaluation purposes, the contractor is required to list in the proposal the number of additional rooms needed and these cost will be added to the proposal cost at the max lodging rate of $70.00 per room per day of stay. This will determine the total proposal cost for evaluation purposes only. Transportation. Shaw AFB will provide one automobile upon arrival and for the duration of the Shaw AFB ShawFest 2010. If additional automobiles are required, the automobiles will be provided free of charge. For evaluation purposes, the contractor is required to list in the proposal the number of additional automobiles needed and these cost will be added to the proposal cost at the rate of $35.00 per day. This will determine the total proposal cost for evaluation purposes only. End Item Description. FOB point is Destination. The period of performance is 7 May 2010- 9 May 2010. PROVISIONS/CLAUSES. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Item, applies to this acquisition. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders - Commercial Items, applies to this solicitation. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of price, AND recent and relevant past performance with DOD air shows with attendance over 50,000, within 3 years of the date of this issuance.
