Description
The U. S. Army Contracting Command, Joint Munitions & Lethality ContractingCenter, Picatinny Arsenal, NJ, 07806- 5000, in support of the Project Manager Combat Ammunition Systems (PM-CAS) Picatinny Arsenal, NJ, is currently seeking qualified sources within the National Technology Industrial Base (NTIB) to manufacture triple-base M31A2 propellant. The 155mm Modular Artillery Charge System (MACS) is comprised of two propelling charges: the M231 charges for zones one and two, and the M232A1 charges for zones three or higher. The M31A2 is the 7-perforated cylindrical granular triple-base propellant for the M232A1 propelling charge. The M31A2 propellant has a FY11 base requirement with four priced options one option for each of the subsequent years from FY12 through FY15. The government intends to award a basic contract for FY11 with one option for each year from FY12 through FY15. The first production lot is due 180 days after award of contract which is anticipated to be in CY11. A lot of M31A2 propellant consists of approximately 420K lbs. Subsequent lots are due every 45 days. Deliverables shall be as follows: FY11 Basic is approximately 3.8M lbs; FY12 is approximately 3.4M lbs; FY13 is approximately 3.8M lbs; FY14 is approximately 4.1M lbs; and FY15 is approximately 4.3M lbs. The contractor should have experience in propellant manufacture, namely efforts of similar production type and quantities, as shown in delivery schedule. Large storage capacities are required, as well as the ability to meet the current ballistic requirements of the M232A1 Ballistic Firing Tables. Firms with experience and facilities, in the areas cited above, should submit literature /brochures not exceeding 20 pages describing a summary of their companys capability including a description of all facilities supporting this effort, personnel and past experience to meet this procurements requirements. This Market Survey is for information and planning purposes only, and does not constitute a Request for Proposal (RFP), and is not to be construed as a commitment by the U. S. Government. The Government does not imply an intention or opportunity to acquire funding to support current or future development efforts. If a formal solicitation is generated at a later date, a solicitation notice will be published. No award will be made as a result of this Market Survey. All information is to be submitted at no cost or obligation to the Government; information provided will not be returned. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey.
