Description
FEDBIZOPS Synopsis The United States Environmental Protection Agency (USEPA), Office of Research and Development (ORD), seeks a contractor to manage its Student Services Contracting Authority (SSCA) Program. The Contractor shall provide support through student service providers performing technical, research and administrative services for the Agency under a personal service relationship. The Contractor shall provide student services to 13 locations geographically dispersed across the United States, including ORD Headquarters, Laboratories, Centers, Organizations, and remote and field locations. The successful contractor shall handle the personnel administration, recruitment, and termination of the selected individuals based on the EPA?s selected administrative, technical and research requirements. The anticipated workforce for this requirement is approximately 328 students throughout the United States. The successful contractor shall provide all necessary labor, and services to support the efforts delineated by the Performance Work Statement (PWS). A draft performance work statement can be obtained from the Cincinnati website, http://www.epa.gov/oam/cinn_cmd/ This procurement is limited to participation by institutions, universities or non-profit organizations only in accordance with (IAW) the Consolidated Appropriations Resolution for 2003 (P.L. 108-8, attachment 1). A teaming arrangement of these types of organizations will be considered. The objective of this authority is the development and administration of a program that will provide opportunities for exceptional undergraduate, graduate, and post graduate students to participate in environmental research, technical and administrative support at an ORD location. The procurement shall be full and open to these organizations and awarded IAW FAR Part 15. It is anticipated to be an Indefinite Quantity type contract, with a maximum value of $34 million over a five year ordering period. This requirement has not previously been procured through a contract. Copies of the solicitation (RFP) PR-CI-09-11330 will be available to all interested parties on the Internet at the following website: http://www.epa.gov/oam/cinn_cmd. Interested parties are expected to download the solicitation and subsequent amendments from the website and to monitor the status of the RFP. The anticipated solicitation release date is approximately, February 25, 2010 and the close date shall be approximately 30 days thereafter. All responsible parties may submit a proposal which shall be considered by the Agency, FAR 5.207(c)(15). No hard copies will be available. The NAICS code is 812990 with a size standard of $7,000,000.
