Description
RECOVERY - This Sources Sought Notice (SSN) is issued under the American Recovery and Reinvestment Act (ARRA) of 2009 and is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the U.S. Department of Commerce (DOC), National Institute of Standards and Technology (NIST). All responsible sources are encouraged to respond to this notice; however, sources that do not respond shall not be precluded from responding to any subsequent solicitation. NIST, Gaithersburg, MD is seeking information and potential sources and to identify the availability and interest of qualified certified 8(a) firms as potential sources of construction for the NIST Center for Neutron Research Infrastructure Support, Gaithersburg, Maryland. As a result of this Notice, the Government is not committing to award any contract at any time for the requirements herein. The North American Industry Classification System (NAICS) code is 236220, Commercial and Institutional Building Construction, with a size standard of $33.5 million. The business shall have performed a magnitude of construction between $5,000,000 and $10,000,000. The work specified herein shall be subject to Federal Acquisition Regulations, Clause 52.219-14(b)(3)Limitation on Subcontracting, General Construction. The DOC, NIST has a requirement for the new construction of the NIST Center for Neutron Research (NCNR) Infrastructure Support. The project includes the construction of Infrastructure upgrades to support the NIST Center for Neutron Research as follows: New Cooling Tower Cell New cooling tower cell to match existing, three-cell mechanical draft hybrid/plume abatement, counter-flow, wet-deck tower constructed of treated Douglas fir with PVC fill and FRP casing and stack. The new cooling tower cell will be approximately 24-feet wide by 30-feet deep by 30-feet tall, including the FRP fan stack. The cell shall be complete with basin, structure, equipment, and controls. New Electrical Substation New electrical substation is an infrastructure upgrade and will be located to the north of the existing cooling tower and west of Building 235 - NCNR. It will consist of exterior network transformers, switchgear, underground duct-bank and related equipment. Substation to be sized at 750kVa with options to upgrade to 1000kVa and 1500kVa. New Security Road east of Building 235. Rerouting of existing Center Drive on NIST Gaithersburg campus near Building 235 for enhanced security around the NIST Center for Neutron Research. Work to consist of excavation, grading and installation of approximately 2000lf of bituminous asphalt roadway and related base, curbs, gutters, etc., as well as site restoration and seeding. The Contractor shall have a current Experience Modification Rating (EMR) of 1.0 or less. Interested parties shall provide proof of their current EMR from the National Council on Compensation Insurance (NCCI) or the corresponding State Agency with their response to this SSN. The anticipated period of performance is 12 - 18 months. No site visits to the facility are allowed. A performance and payment bond shall be required and must equal 100 percent of the original price. Interested firms that believe they have the capabilities necessary to accomplish this project shall provide the following information: company name, DUNS number, address, point of contact, email address, and business type.
