FEDBIZOPPS PRE-SOLICITIATION NOTICE U.S. COAST GUARD COMMAND, CONTROL, COMMUNICATION, COMPUTER AND INFORMATION TECHNOLOGY SERVICE CENTER (C4IT SERVICE CENTER) TECHNICAL ENGINEERING DEVELOPMENT SUPPORT SERVICES U.S. COAST GUARD’S COMMAND AND CONTROL CENTER This is a Pre-Solicitation Notice for the United States Coast Guard’s (USCG) Technical Engineering Development Support Services Request for Proposal (RFP). This procurement will be an 8(a) Set-aside. The USCG, Command and Control Center (C2CEN), located in Portsmouth, Virginia is seeking capable 8(a) certified small business sources or 8(a) joint ventures, including those with an approved SBA Mentor Protégé Agreement that can provide technical engineering development and support services. Contract teaming is encouraged as prescribed under the SBA rules for Joint Ventures, Prime Contractor/Sub-Contractor arrangements, and the SBA’s Mentor-Protégé Program Procedures. The purpose of this acquisition is to acquire technical engineering development and support services required to develop, integrate, deploy, enhance, and maintain new and existing USCG command, control, communications, computer, and information technology systems. These systems are deployed on Coast Guard vessels and aircraft, unmanned facilities (i.e. Navigation Systems), and command centers located throughout the United States and the world. C2CEN requires technical engineering support in the following five areas: (1) engineering development services necessary to build, implement and enhance command and control systems and communication systems; (2) systems requirements analysis necessary to derive requirements from the mission or business requirements provided by the Coast Guard; (3) integrated logistics support necessary to ensure C2CEN’s products and systems are fielded in the highest quality in terms of reliability, availability, maintainability, testability and supportability to include the wide variety of command and control systems and communication systems that are presently deployed or scheduled to be deployed; (4) system lifecycle operations and maintenance support and training services required to support current and future command and control systems and communication systems; (5) INFOSEC and Certification and Accreditation services required to obtain specified certifications; and (6) performance analysis support. This technical engineering support is necessary in order to provide the Coast Guard with integrated, responsive, and cost-effective command and control systems and communication systems required to support the USCG’s multiple mission objectives. It is anticipated that multiple Indefinite Delivery Indefinite Quantity (IDIQ) contracts will be awarded under FAR Part 12. The majority of the Task Orders issued under the IDIQ contracts will be competed among IDIQ contractors unless the contemplated task order meets the exception criteria stated in FAR 16.505. The IDIQ contracts will include one base year and four one-year options for an estimated total period of 60 months. The Request for Proposal will be issued in February 2010. This Pre-solicitation Notice is issued for planning purposes only. This Pre-solicitation Notice does not constitute a Request for Proposal, Request for Quote, or Invitation for Bid. Nor does its issuance restrict the U.S. Coast Guard’s acquisition approach in any manner. Potential offerors are encouraged to monitor the FedBizOps website for additional information. No questions concerning this solicitation will be addressed at this time.
