- This notice is for project No. 620A4-09-116, Install 10KW Roof-Mounted Vertical Wind Turbine System at Castle Point Bldg. 15E This shall be a Service Disabled Veteran Owned Small Business Set-Aside (SDVOSB). As a result all SDVOSBs may submit a bid, which shall be considered by the agency. This project is classified under NAICS Code 221119, and has a size standard of, "Total Electric Output for the preceeding fiscal year did not exceed 4 million megawatt hours. The cost estimate range for this project is $100,000 to $300,000. Contract Completion shall be 180 Calendar Days Supply labor, materials, supervision, professional services, equipment and testing for the installation of 10 KW Vertical Axis Wind Turbine atop Building 15E at Castle Point. The Wind Turbine is a roof-mounted type, 10 KW Rated Helical VAWT with Advance Rotor, rotor blades (with color custom graphic as selected by VA), wind inverter package. All miscellaneous appurtenances, associated electrical and structural work as required with the new installation as per manufacturers recommendation, specifications and drawings shall comply with the VA standards, regulations, procedures and conditions for work at the medical center and any applicable codes as per requirements of all governing agencies applied for renewable energy. Work includes but not limited to the following: The Contractor shall make sure to provide a 10 KW Vertical Axis Turbine with the following characteristics and features: Rated Power20A/24V, 50A/48V Cut-in wind speed:4.00 - 4.25 mph Rated wind speed:28 - 40 mph Cut-out wind speednone Swept area:no more than 43 square ft. Vane weight:no more than 180 lbs. Total wt. of turbine1,000 to 2,900lbs. Generator Construction:permanent magnet Main brake system:electronic Charging controller:GUS CC 10A20A, CC 20A50A or equivalent Measured sound emission:53 - 58 db @ 12 or less Total ht. from gensetbase to top:no more than 190 Width:approx. 39 Installation type:Grid connected Contractor shall verify, examine the site condition and coordinate to the VA the mounting requirements such as Turbine Mount/Galvanized Steel or prefabricated four-leg angular steel construction to be mounted at the Penthouse corner roof area just above the stairway. Any roof structural steel modification shall be the responsibility of the contractor and must be certified by structural engineer. Furnish and install 1 1 IMC Conduit w/ 3 # 6 AWG 600 V rated cables (terminate double end) from turbine location at Penthouse roof to a Turbine Shunt Switch (TSS) to be located near or at the Turbine Pedestal and from the TSS through the deck and down to the inverter location in the Mechanical Room. Install sub-meter. Provide all penetration seals. Note: All conduits on the interior portions of the building shall be EMT. Provide and install 1- 1 EMT conduit w/ 3#6 AWG, 1-#10 AWG grd from inverter to 120/208V electrical panel. Terminate conductors double end. Provide and install 1 2 Pole 45A breakers for inverter connection. Provide and install 1-2/0 lighting protection cable from the turbine base to the existing lighting protection system at the Penthouse roof knee wall with like conductor material and connector type. All electrical work shall conform to latest edition of NEC and comply with the VA master specifications. Provide temporary weather protection as needed during the duration of the project and repair roof to existing condition with like new materials. Repair to the roof is to carry a minimum of two-year warranty to the VA. Furnish and install one(1) 42 LCD Monitor and HDMI cable from monitor to converter box in Hospital Lobby (Canteen Lobby) location as directed by the VA. Install conduit and cable from main floor electrical closet for new receptacle for LCD monitor. Furnish power and network to TV display/ethernet converter. Furnish engineering services to provide the programming necessary to display turbine power output, solar PV array output (capable for future) and computed CO2 displacement by both system. (All interfaces shall be coordinated with the VA engineering and IT authorized person. Transporting and Crane service for hoisting of the 10 KW turbine and the generator and pedestal structure and all necessary equipments. Contractor to field verify exact lengths and sizes of materials, equipments to be installed and location of turbine and details of installation support needed, electrical panel locations and circuit available prior to bid submittals. It shall be the responsibility of the contractor, prior to bidding this job, to inspect the work site, determine the quantity of work involved, check dimensions, compare the specifications with the work to be done, and inform themselves as to all existing site conditions. Failure to do so will in no way relieve the successful contractor from work that may be required to carry out the terms of this contract in accordance with the true intent and meaning of the scope of work and/or specifications, without additional cost to the VA. Arrange only for a site visit prior to bid to authorize VA representative, Contracting Officer or the COTR. Contractor will be responsible to coordinate and schedule work to minimize to short duration any shutdowns and shall be expected to plan work during duty and off-duty hours of the hospital. In addition to meeting these requirements, all work shall be scheduled such that all work started is completed in a timely manner. Contractor will assist the VA in filling application for any applicable rebates or incentives. Removal and disposal of construction/installation debris and clean-up. Asbestos/lead removal and disposal in affected roof area and repair of roof are included in the scope of work. Equipment start-up and Employee training included. Furnish three (3) copies of as-built drawings meeting VA standards and manufacturers manuals. The Turbine must carry a minimum of 5 years warranty. Permits and incentives application are included. Removal and disposal of four satellite dish from the roof and sealing of penetration to the pitch pockets. All other details and information shall be contained in the solicitation which shall be posted on www.fedbizopps.gov. The solicitation will be released on or around January 8, 2010. The bid submittal address, date and time will be included in the solicitation. This project requires bonding and all bid submissions shall be in hardcopies; faxed or e-mailed bids will not be accepted. All bidders shall be registered in www.ccr.gov, www.vetbiz.gov, and www.orca.bpn.gov. End of Description
